This position plays a key role in shaping workforce strategy, strengthening organizational effectiveness, and ensuring compliance across all HR operations. The Human Resources Manager is essential in building a strong, compliant, and people-focused workplace culture while supporting the organization’s mission, vision, and long-term goals. We are looking for a collaborative, solution-oriented HR leader who demonstrates professionalism, sound judgment, and the ability to confidently guide both strategic initiatives and day-to-day HR operations:
- Employee relations and workplace investigations
- Recruitment, selection, and onboarding
- Compensation, classification, and position management
- Benefits administration and leave programs (FMLA, ADA, EEO, FLSA, HIPAA)

- Payroll coordination and personnel records oversight

What You’ll Do- Provide strategic guidance on staffing, organizational structure, and workforce planning

* Hiring Range $32.73 - $40.24 DOQEssential Job Functions - Will assume HR Director's duties and responsibilities in the absence of the HR Director.
- Contributes to maintaining the integrity of the organization. Displays high standards of ethical conduct and understands the impact of violating these standards on Mohave County, self, and others.
- Oversees and performs a variety of human resources-related tasks; manages assigned staff.
- Establishes employee and operational performance measures, goals, objectives, and priorities. Evaluates work performance; prepares performance appraisals. Recommends, undertakes and/or approves subsequent performance-related actions; develops, reviews, approves and/or implements disciplinary actions.
- Researches and makes recommendations for changes to Personnel Policies and Procedures; interprets and explains policies as required. Actively researches and monitors federal and state employment statutes, regulations, guidelines and case law decisions to ensure the Personnel Policies and Procedures are in compliance with federal and state employment statutes. Provides interpretation of Personnel Policies and Procedures and federal and state employment statutes to employees, supervisors and managers. Provides guidance and assistance to department heads regarding all human resources/personnel matters.
- Oversee the accurate and timely processing of the County's benefit programs; reconciliation and payments to providers, enforcement of FMLA and COBRA requirements, the development of open enrollment material and the completion and accuracy of open enrollment.
- Analyzes, develops, and implements benefit programs, policies, and procedures. Manages and monitors all benefit programs for compliance with contracts and Plan Document provisions.
- Develops fiscal and procedural guidelines in order to operate benefits programs consistent with individual program requirements and regulations.
- Develops and administers the employee benefits budget, prepares cost estimates for budget recommendations; submit budget justifications for modifications to the employee benefits program.
- Prepares and makes presentations to Mohave County Board of Supervisors as needed.
- Directs the activities of consultants and outside advisors to obtain technical information for use in developing or administering benefit plans in determining actuarial requirements for the plans.
- Responds to inquiries regarding the requirements and provisions of benefit programs in order to inform and provide accurate benefit program information. Responds to complex complaints or grievances of employees.
- Adheres to and maintains current knowledge of mandated requirements for the Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA), Health Insurance Portability and Accountability Act of 1996 (HIPAA), The Patient Protection and Affordable Care Act of 2010 (PPACA), FMLA, GINA, and other mandated benefits-related requirements. Assures appropriate notification of program requirements and eligibility status.
- Performs tasks related to County-wide HIPAA (Health Insurance Portability and Accountability Act) security and privacy compliance.
- Oversees the coordination of open enrollment meetings for benefit programs to inform and assist employees in selecting benefit options. Prepares open enrollment communications for County employees.
- Attends and presents information to the Employee Benefits Trust Board (EBT). Advises the EBT on new benefit programs.
- Formulates Division policies and procedures to ensure standardized implementation of EBT activities throughout Mohave County and directs staff in its maintenance.
- Maintains extensive knowledge and understanding to appropriately apply and utilize Human Resources software to insure accurate capturing of benefit plans and employee enrollment data and reports. Maintains working knowledge of payroll software to obtain benefits and deduction information and records.
- Acts as project manager/facilitator with County-wide employee benefit/wellness/ health committees.
- Maintains confidentiality of all employee records.
- Communicates and acts in a professional manner with the public, co-workers, and work contacts.
SECONDARY JOB FUNCTIONS - Performs related work as required.
- Performs special assignments as requested.
- Exercise regular and predictable attendance and punctuality in accordance with Mohave County Personnel Policies and Procedures.
Minimum Qualifications- Bachelor’s Degree in Business Administration, Human Resources, Public Administration, or closely related field.
- Five (5) years’ experience in benefit and human resources administration (preferably with public entities) with at least one (1) year experience in providing benefits coordination services for a similarly sized organization.
- Two (2) years’ experience supervising or being a team lead.
- OR an equivalent combination of education, experience, and training may be considered in meeting the minimum qualifications.
SPECIAL JOB REQUIREMENT - Must possess a valid driver’s license for operation of motor vehicles at the start of employment and maintain said license while employed in this position.
- Provide acceptable driving history at no cost to the County.
PREFERRED JOB REQUIREMENT - Master’s Degree from an accredited university or college in human resource management, business administration, public administration, or a closely related field.
