    ABOUT THE POSITION

    Reporting to the Public Health Officer, the Nursing Services Manager (NSM) provides strategic and operational leadership for a broad portfolio of community-based family health programs serving women, children, youth, and families across Marin County.

    The Nursing Services Manager oversees maternal, child, and adolescent health (MCAH) initiatives; Healthy Families Marin home visiting; California Children's Services; Medical Therapy Unit services; foster care and care coordination; and nutrition and preventive health programs. Services are delivered within state, federal, and managed care frameworks and require strong clinical judgment, regulatory fluency, and cross-sector collaboration.

    Core responsibilities include leading and supervising public health nursing and multidisciplinary teams; directing program planning, quality assurance, and continuous improvement; translating policy and funding requirements into effective nursing practice; managing budgets and resources; and supporting workforce development in an inclusive, accountable environment.

    This role is central to advancing health equity and addressing social determinants of health through prevention, early intervention, and partnership with healthcare providers, managed care plans, community-based organizations, child welfare and probation partners, and state and regional agencies.

    Our highly qualified candidate is a strategic, equity-centered public health nursing leader with demonstrated supervisory experience and the ability to manage a complex, multi-program portfolio serving women, children, youth, and families.

    They bring a solid grounding in public health nursing practice and a working knowledge of family health services across the continuum — including early childhood and home visiting, nutrition and preventive health, care coordination, and clinical services for children with complex medical, developmental, and foster care-related needs. They balance clinical nursing leadership with systems-level program management, ensuring services are high-quality, compliant, and community-responsive.

    The successful candidate is comfortable operating within regulated public health and managed care environments and can translate policy, funding, and regulatory requirements into effective nursing practice and program operations. Experience working with Medi-Cal managed care plans, healthcare providers, and state and regional partners is strongly valued.

    As a people-centered leader, they have a track record of supervising and developing nursing and multidisciplinary staff, fostering inclusive and accountable team cultures, and guiding teams through change. They communicate clearly and diplomatically and are effective representing programs in interagency and community settings.

    QUALIFICATIONS
    Knowledge of:
    • Principles and practices of management, including goal setting, program development, implementation and evaluation; budget development and administration and work planning.
    • Principles and practices of personnel management, including hiring, training and performance review.
    • Nursing principles, practices and techniques, including assessment, patient care planning and delivery, patient education and evaluation of outcomes.
    • Medical terminology and equipment.
    • Public safety and security policies, procedures and strategies as they relate to nursing services, to promote effective local, state or national security operations particularly within correctional facilities.
    • Principles and techniques of drug administration and uses and effects of medications.
    • Principles, practices and techniques of safety and infection control.
    • Laws, rules and regulations governing the practice of nursing in general and within County clinics and detention facilities.
    • Community medical and social agencies and resources.
    • Environmental, sociological and psychological problems affecting nursing care within a detention facility.
    • Child and elder abuse and neglect and domestic violence reporting laws.

    Ability to:
    • Plan, organize, oversee, supervise directly and through subordinate supervisors and provide for the training and professional development of staff.
    • Develop goals, objectives, policies, procedures and protocols.
    • Interpret, apply, and explain complex laws, codes, regulations and policies.
    • Assure quality of care and compliance with requirements and develop applicable clinical services improvement plans.
    • Collaborate with a variety of agencies and individuals to coordinate nursing service delivery.
    • Enforce and exercise security precautions and safety procedures.
    • Exercise sound independent judgment within scope of authority and practice.
    • Evaluate information to determine compliance with standards.
    • Perform physical and psycho-social nursing assessments and develop and implement patient care plans and/or referrals.
    • Apply teaching principles and provide education and counseling.
    • Prepare and administer a budget.
    • Prepare and maintain organized, detailed and accurate records, reports and correspondence.
    • Establish and maintain effective working relationships with those contacted in the course of work.

    MINIMUM QUALIFICATIONS
    Any combination of education and experience that would provide the necessary knowledge and abilities listed below. Typically, a bachelor's degree in Nursing or related field, AND the equivalent to four years of professional nursing experience, including three years of managerial or supervisory experience in a nursing position.

    Certificates and Licenses:
    Possession of a valid California Registered Nurse license. Possession of a current CPR certificate.
