Job Overview The Airport Public Safety Officer II is responsible for the safety and security of passengers, employees, and property at the Corpus Christi International Airport by enforcing local, state, and federal laws and regulations. The position requires an individual to achieve and maintain five advance state certifications as a Peace Officer (TCOLE), Aircraft Rescue Fire Fighter (TCFP), Structural Fire Fighter (TCFP), Emergency Medical Technician (TDH/National Registry), and Instructor (TCOLE/TCFP) as well as to meet the requirements of the Federal Aviation Administration (FAA) and the Transportation Security Administration (TSA). Responds to all law enforcement, medical, fire calls and emergencies as the Incident Commander until relieved by a higher-ranking supervisor. This position requires the ability to utilize critical thinking and communication skills to lead a team or as an individual to respond to and resolve incidents. In the absences of the PSO III, ensures that the daily operations of their assigned shift are completed in accordance with established departmental policies and procedures under the direction of the Captain. Responsible for additional auxiliary administrative duties to include being designated as an Instructor or Liaison for Training, Law Enforcement including Range Master, EMS, and all other duties as assigned. Designated as essential for natural disasters and is part of the post incident response system.
Responsibilities • Responds to all emergencies involving aircraft inbound/outbound and in proximity to the Airport, as required in the Airport Emergency Plan and initiates the Incident Command System until relieved by a higher-ranking officer
• Drives specialized fire fighting vehicles with elevated water ways to land or crash sites
• Required to maintain and operate aircraft rescue vehicles on paved and unimproved surfaces
• Applies necessary extinguishing agents and conducts fire suppression in critical areas establishing fire control while performing rescue of victims
• Responsible for other duties of firefighting such as search and rescue, structural fires, vehicular accidents, Hazardous Materials incidents including fuel spills, and brush fires
• Operates hydraulic and gas-powered rescue equipment and Public Safety vehicles
• Oversees quarterly and monthly fire safety and extinguisher inspections of all Airport Facilities and fuel farms
• Conducts training as required by Texas Commission on Fire Protection (TCFP) and the Federal Aviation Administration (FAA) to maintain certifications in ARFF and Structural Fire Fighting
• Performs safety and security inspections of the airfield in accordance with 49 CFR Part 139 and 1542 and takes the appropriate actions for discrepancies
• Provide emergency medical treatment by responding to all emergency medical calls on, and in proximity to, the Airport as the lead medical control officer
• Assesses and provides emergency medical treatment (at Basic Life Support level) to victims in order to save lives and minimize injuries
• Applies dressings and bandaging materials, splints and backboards; administers oxygen and cardiopulmonary resuscitation, and other techniques or equipment as required following approved protocols
• Initiates Triage during mass causality events
• May be designated as Liaison with the Department's Medical Director, as well as maintaining and procuring medical equipment and supplies
• Responsible for all law enforcement services at the Airport including the enforcement of local, state, and federal laws and regulations equally, regardless of race, color, creed, or sexual orientation
• Actively patrols and directs patrols of PSO I's (on foot and/or in a vehicle), concentrating on areas controlled by TSA 49 CFR part 1542 regulations (i.e., security checkpoint, ramps, gates, etc.) and the Aviation Department, to detect, investigate, and deter felony and misdemeanor crimes, breach of the peace, and possible security violations of local ordinances and federal regulations
• Responsible for the protection of persons and property and inhibiting criminal activity
• Assists in the preparation of felony and misdemeanor cases for filing charges and testifying in court
• Must be able to respond to emotionally charged calls such as child custody, missing persons, or domestic violence as the lead law enforcement officer
• Arrests and detains suspects by employing the level of force necessary to control individuals in warranted circumstances, handcuffing and searching individuals, advising individuals of their Miranda rights when required, completing the necessary reports, and transporting to the appropriate detention facility
• May be designated as a Coordinator or Liaison with CCPD to include MetroCom, the Range Master, and the records management system
• Responsible for the field training of new officers
• Prepares and submits evaluations to the PSO III in charge of training
• Corrects minor disciplinary issues in a training setting
• Initiates the Incident Command System for emergency incidents
• Provides support to the Airport Dispatch Center as the TCOLE authorized/licensed Telecommunicator
• Plans, organizes, directs and oversees the work of sworn and civilian staff, operations and programs by ensuring compliance with goals, policies and procedures during an assigned shift
• Responsible for scheduling and briefing personnel, assigning duties, and inspecting equipment
• Provides input to management on the effective utilization of personnel, facilities, and equipment
• Performs personnel management duties by counseling officers and recommending disciplinary action for those officers in the FTO program, reviewing and approving all arrest, crime, emergency medical and fire incident and follow-up reports
• May be elevated to shift supervisor in the absences of a PSO III
• Builds and maintains respectful and positive working relationships with staff supervisors, outside agencies, and the public using best practices
• Provides effective conflict resolution as needed
• May be asked to perform other duties as assigned

Minimum Qualifications • Associate's Degree (AA/AS); or equivalent college credit hours
• Six (6) months to one (1) year of experience
Required Licenses and Certifications A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire
