POSITION PURPOSE / IMPORTANT APPLICATION INFORMATIONThis is a responsible technical and professional position that supports water resources sustainability in the City’s department of Public Works and Utilities (PWU). The position performs work functions in the areas of: water demand management, water supply planning, drought response, local development review, tap fees, and data analysis.The position is a liaison representing PWU to other departments and external stakeholders on a wide variety of issues and tasks - strong communication and interpersonal skills are of vital importance.
Work is performed under the administrative direction of the Water Resources Administrator, but with appreciable latitude for independent judgement and action for achievement of desired objectives. This position is classified and overtime exempt and will require attendance at occasional evening or weekend meetings.
The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage, and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee’s level of proficiency and usage.

POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS Education, Experience, Skills, Formal Training, Licenses, and Certifications Water Resources Analyst Required :- Bachelor's degree from an accredited four-year college or university with major course work in public administration, business administration, water resources, environmental sciences, engineering, natural sciences, or related field
- One (1) to three (3) years of progressively responsible, professional level experience with acquiring/analyzing data, and performing financial/budget analyses and reporting
- One (1) to three (3) years of progressively responsible, professional level experience with grant, State and Federal funding opportunities
- Advanced proficiency in all Microsoft Office applications including the ability to create analytical spreadsheets and models in Microsoft Excel
- Valid driver’s license and maintain a safe driving record for the duration of employment
Preferred :- Master’s degree in public administration, business administration, water resources, environmental sciences, engineering, natural sciences, or related field
- Public sector experience

Physical Requirements Work is sedentary in nature and requires sufficient physical stamina and strength for:
- Constant sitting to perform daily tasks; occasional walking through a multilevel facility to retrieve information; frequent standing, sometimes for extended periods
- Frequent squatting, reaching above shoulder, and twisting to file documents and lift supplies and material; occasional bending, kneeling, climbing, balancing, and reaching below shoulder to store documents, material, and supplies
- Constant light grasp, fine manipulation, and handling to perform daily duties; occasional firm grasp to safely use equipment
- Frequent lifting, carrying, and pushing and/or pulling of up to 15 pounds to move material and supplies; occasional lifting and pushing and/or pulling of up to 25 pounds with dollies and carts
Senior Water Resources Analyst: The Senior Water Resources Analyst position requires the same experience and education levels as the Water Resources Analyst, in addition to a minimum of three (3) years as a Water Resources Analyst or related experience (three (3) or more years). The Senior Water Resources Analyst must also demonstrate an increased level of proficiency and knowledge in all Water Resources Analyst duties.
WORKING CONDITIONSWork is primarily performed indoors with infrequent field and off-site meetings, conferences, or inspections. Indoor work involves sitting for extended periods in an office environment with frequent exposure to distractions and interruptions created in a multipurpose work environment. Outdoor work requires the ability to stand and walk on uneven terrain in various conditions. Work entails exposure to periods of high activity and stress under demanding conditions. The position requires a great deal of communication with city employees, the public, and outside agencies as well as clear articulation of information in presentations and on the phone. May be required to use personal vehicles to travel to and from meetings and other locations throughout the city and metro area. Occasional evening or weekend events for improved public participation and outreach may be required.
