Current vacancy is with the Resource Management Agency located in Visalia. The anticipated life of the list is six months.Typical Duties- Performs a wide variety of professional level research, administrative and analytical duties in support of the County’s Economic Development functions, operations, and programs; performs research and studies including economic or financial studies; analyzes and identifies trends.
- Coordinates with County staff to facilitate project processing and permitting; provides information and assistance to those contact the economic Development Office for permit assistance.
- Conducts Geographic Information Systems (GIS) analysis; create GIS mapping documents for clients, consultants, County staff and developers; creates mapped data for use with business relocation decisions, staff analysis, and land use decisions; maps data for marketing purposes, sales tax analysis and other various analyzes.

In addition to the above, Level II:- Assists in preparation of staff reports for various groups, committees, commissions, and boards; prepares meeting agendas, summaries and information packets as needed.
- Conducts site locations assistance for business locators; researches, gathers, and provides data on available properties, collects data from brokerage companies on available property; prepares and sends information packages to clients; coordinates and conducts business assistance meetings.
- Maintains the Tulare County Economic Development website; gathers current data; writes narratives; organizes changes in web page layout and design; coordinates economic development website updates and change with the County Informational Technology staff.

Minimum QualificationsMinimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.
Level I: Education: - Equivalent to a Bachelor’s degree from an accredited college or university with major course work in economics, finance, business administration, planning, law, real estate, public administration, accounting or closely related field.
Experience: - Three (3) years of progressively responsible professional staff experience in finance, real estate development, entitlement procurement or other related activities, preferably with an economic development organization, a state or local government agency or the private development sector.
Level II: Education: - Equivalent to a Bachelor’s degree from an accredited college or university with major course work in economics, finance, business administration, planning, law, real estate, public administration, accounting or closely related field.
Experience: - Four (4) years of progressively responsible professional staff experience in finance, real estate development, entitlement procurement or other related activities, preferably with an economic development organization, a state or local government agency or the private development sector.
Knowledge of: Level I & Level II: - Methods and techniques of research, statistical analysis and report preparation.
- Basic economic development concepts and strategies.

- Basic project management principles and practices.
- Business, market, and economic indicators and trends.
- General planning, zoning, project processing, and permitting processes.
- County organization and functions of the various departments in the County of Tulare.

Skill/Ability to: Level I & Level II: - Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers.
- Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment.
- Conduct research and prepare complete and accurate analysis, reports, and recommendations.
- Assists with promoting and implementing the County’s economic development programs and projects.
- Develop and maintain effective interdepartmental coordination.
- Represent the County in a professional manner when working with boards, community groups, and the general public.
- Facilitate permit processes.
- Understand the organization, operation, and services of the County and out of state agencies as necessary to assume assigned responsibilities.
- Interpret and apply federal, state and local policies, laws and regulations.
- Exercise sound judgment and common sense.
- Utilize computer applications to perform analysis and prepare reports, charts, graphs and related material.
License or Certificate: Level I & Level II: - Possession of, or ability to obtain, an appropriate, valid California driver's license.

. Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave : 12 set days and 1 personal holiday.
Vacation Accrual :
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.
FLSA exempt employees accrue an additional 5 days of vacation per year.
Sick Leave Accrual : 12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave.
Career Incentive Pay Employees who have completed five (5) or more Years of Service with Tulare County and meet the eligibility criteria described in Administrative Regulation – 52, earn additional pay according to the schedule below. Excludes Fire Battalion Chiefs.
