Position Description
THE POSITION
Under supervision, supervises field personnel engaged in combination inspection of residential and light commercial projects for compliance with the Building, Plumbing, Mechanical, and Electrical Regulations of the Fresno Municipal Code.
The Senior Building Inspector supervise subordinate field personnel engaged in the enforcement of pertinent codes, ordinances, and regulations related to fire, life and health safety, accessibility, structural and nonstructural, plumbing, mechanical, and electrical elements of construction, for public or private building projects permitted within the City of Fresno.
One vacancy currently exists in the Planning and Development Department within the Inspection Services Division. Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period at the City's discretion. If the examination process is suspended for this recruitment, the eligible list may be limited to three months.
THE REQUIREMENTS
Five (5) years of experience as a Building Inspector II with the City of Fresno or equivalent with the required certifications; and sixty (60) semester units of higher education as noted below;
OR
Four (4) years of experience as a Building Inspector III with the City of Fresno or equivalent with the required certifications; and sixty (60) semester units of higher education as noted below;
OR
Ten (I0) years of experience as a contractor involved in commercial or residential construction and having primary responsibility in supervising building, plumbing, mechanical, or electrical installations and the ability to obtain the required certifications within the specified time limit; and sixty (60) semester units of higher education as noted below;
OR
Five (5) years of experience as a Senior Building Inspector in another jurisdiction with the ability to obtain the required certifications within the specified time limit; and sixty (60) semester units of higher education as noted below.
Education requirements: Accredited college or university with major course work in one of the following: construction technology, architectural drafting, industrial technology, electrical engineering, mechanical engineering, engineering, engineering technology or closely related field.
Substitutions: Additional experience may be substituted for the required education on a year-for-year basis. Additional education may be substituted for the required journey level experience on a year-for-year basis up to two (2) years.

ADDITIONAL REQUIREMENTS
Possession of a valid California Driver's License at the time of appointment.
Incumbents selected must acquire certification from the International Code Council or International Conference of Building Officials as a "Certified Combination Dwelling Inspector", or "Certified Combination Inspector" during the first two years of employment in the Building Inspector series and maintain the required ce1tificate for the entire term of employment in this job classification.
THE SELECTION PROCESS
The examination process may consist of the following:
Application Review - Qualifying Only: Applications submitted will be reviewed and a limited number of the most qualified candidates may be invited to the oral examination. The selection will be based upon those applications and resumes which demonstrate the greatest breadth and depth of applicable education, experience, skills and training. Therefore, applicants are urged to submit sufficiently detailed information in their application materials for a proper evaluation.
Oral Examination - (100%) A panel of subject matter experts may conduct a job-related Oral Examination in order to evaluate each candidate's knowledge of: specifications, codes, ordinances, regulations and practices or other topics related to a candidate's training, experience and qualifications for the position of Senior Building Inspector.
The Oral Examination date is tentatively scheduled for the week of: June 8, 2026.
Candidates must achieve a passing score on the oral examination to qualify.
VETERAN’S PREFERENCE
Qualified veterans who pass the examination may obtain five (5) additional points.
Candidates applying for veteran's preference are required to submit a copy of their DD214 with their application during the specified filing period. Evidence must be presented to indicate that the candidate was discharged honorably from the military service. Veterans, including City employees, must resubmit proof of honorable service for every examination for which veteran's preference credit is requested.

ANNUAL LEAVE

LONG TERM DISABILITY

$100 per month upon approved certification
HEALTH REIMBURSEMENT ARRANGEMENT (HRA)
Eligible retirees can use the remaining Sick Leave balance, in excess of 240 hours, at 80% of hourly rate and other qualified leave balances, tax free, to reimburse health insurance premiums and other qualified medical expenses.
RETIREMENT - City of Fresno Retirement Systems, one of the best funded public systems in the state. Reciprocity with other public California systems. Vested in Retirement benefits after 5 years of service. City employees do not participate in Social Security.
DROP (Deferred Retirement Option Program): an optional, voluntary program that allows an employee to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to 10 years. Participation minimum is age 50 and vested. Benefits include ownership of accumulated funds, compound interest earnings, and alternative distribution options.
