DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
As a Financial Analyst IV, you will provide advanced financial analysis and strategic support to the Houston Permitting Center (HPC) service line, a critical component of operations that ensures resource availability and cost alignment. In this role, you will strengthen oversight of liens by developing a comprehensive framework to understand lien activities, improve collection processes, and forecast lien collections. You will ensure accurate booking, reconciliation, and reporting of liens while delivering analytical insights and identifying alternative strategies for recovering operational costs.
Additionally, you will serve as a key advisor to leadership and the Service Line Director by providing strategic performance analysis across all operational and administrative activities. This includes assisting in the development and implementation of an organizational performance framework to drive efficiency and effectiveness. You will collaborate with multi-departmental operational teams and leverage data to analyze performance variances, identify trends, and forecast operational impacts on financial outcomes. Your ability to translate complex financial data into actionable insights will support decision-making and long-term strategic planning for the Houston Permitting Center.
We are seeking a Financial Analyst IV with strong analytical skills who is strategically minded, a self-starter, and capable of working independently as well as collaboratively within a team environment. This role offers the opportunity to serve as a trusted financial and business advisor by delivering performance insights that support leadership decision-making. You will also play a key role in fostering connections across internal teams and cross-departmental partners to drive alignment and achieve organizational goals.

- Facilitates communication and understanding between the finance and operations functions.
- Participates, facilitates, and interprets for management operating results that include, but are not limited to, KPI management, operational workflow recommendations, department initiatives, and other identified opportunities for improvement.
- Conducts independent, complex analysis of historical and forecast performance data to provide reports to assist executive management in strategic operational and fiscal decision-making.
- Integrates data from peer municipalities, economic indicators, and other external sources to enhance performance metric assessments and deliver actionable recommendations for operational improvements.
- Prepares, analyzes, and interprets complex operational reports to explain fluctuations in performance metrics and provides strategic recommendations to management at all levels.
- Leads improvements in lien collection processes by developing a comprehensive framework for measurement and oversight, while implementing controls to ensure accuracy and compliance in lien processing and financial reporting.
- Coordinates and assists with the preparation of monthly and annual KPI reports and strategic plans for assigned areas.
- Directs, manages, and conducts special and ad hoc information requests; reports results of findings to immediate, middle, and senior management.
WORKING CONDITIONS
The office environment is physically comfortable and has no major sources of discomfort; the individual has discretion about walking, standing, etc. There are occasional periods of stooping, bending, and be able to lift 40 pounds.
This is a Houston Public Works Emergency Management position at the Tier III Level. MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Finance, Accounting, Business Administration or a closely related field.
EXPERIENCE REQUIREMENTS
Four (4) years of professional experience in finance, economics, budget analysis or a closely related field are required.
Substitutions : Experience
cannot be substituted for the Bachelor’s degree requirement. A Master's degree in Finance, Accounting, Business Administration or a closely related field may be substituted for two years of the above experience requirement.
