DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS • Manage and maintain databases, including generating queries, collecting, and analyzing data related to birth and death certificate requests. Generate daily, weekly, monthly, quarterly, annual and as needed reports from Bureau of Vital Statistics (BVS) internal and external systems; including the Texas Vital records system.
• Perform database maintenance with strong knowledge of servers, applications, networks, and database functions; prepare justifications for equipment and system needs.
• Provide support and respond to user requests involving BVS software applications; document and track all issues using approved methods.
• Identify operational inefficiencies and recommend process improvements to enhance productivity and data accuracy.
• Develop and manage reports on key performance metrics to improve service delivery.
• Support the implementation and optimization of electronic vital records systems.
• Collaborate with IT and other departments to improve data systems, workflows, and reporting capabilities. Liaison between BVS and software vendors to maintain and update systems.
• Lead or assist with projects such as record digitization and system upgrades.
• Provide technical assistance and training to staff on new systems, tools, and software updates.
WORKING CONDITIONS The position is physically comfortable; the individual has discretion about walking, standing, etc.
MINIMUM REQUIREMENTS MINIMUM EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Public Administration, Business Administration, Finance or a field directly related to the job.
MINIMUM EXPERIENCE REQUIREMENTS
Two years of professional experience in accounting, budget analysis, finance, public administration or a field directly related to the job are required.
Substitutions: Four years of pertinent professional or para-professional experience may substitute for the education requirement. An Associate’s degree in Public Administration, Business Administration, Finance or a closely related field and two years of pertinent professional or para-professional experience may substitute for the education requirement. A Master’s degree in a field directly related to the job may substitute for two years of the above experience requirement.
PREFERENCES**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.** • Selected candidate must pass the Texas Department of State Health Services required background check
