    SUMMARY: Under general supervision, performs support for general building operations and needs. Inspects, tests, and performs Operation & Maintenance (O&M) preventative maintenance inspections on mechanical, electrical and automatic temperature control equipment utilizing results-oriented strategies to ensure continuing operation.

    ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Factors such as regular attendance at the job are not routinely listed in job descriptions, but are an essential function. Essential duties and responsibilities may include, but are not limited to, the following:

    • Performs mechanical work required for installation and maintenance of equipment, systems and facilities in accordance with diagrams, sketches, operation manuals, and manufacturers specifications.

    • Performs preventative maintenance and repairs on all air & water distribution system equipment including air handlers, ductwork, fans & motors, dampers, variable air volume systems and their components, mechanical cooling/chilled water system, condenser water system, heating & hot water system, pumps, clocks, potable & domestic water system, humidification, life safety systems, supplemental heating & cooling equipment. Including but not limited to belt adjustments, oiling, greasing and cleaning of equipment or replacement of various types of mechanical and electrical equipment.

    • Performs re-lamping of lighting, both indoor and outdoor.

    • Performs daily operation, inspects, maintains, repairs or assists in the repairs the buildings Energy Management System & Building Automated System, and Fire Safety System when required. Employee must also stay educated on the operation of these systems either through manuals and or service representative training, when provided.

    • Conducts daily/weekly tours of mechanical spaces, tenant/public areas, roofs, and building grounds.

    • Responds to service calls for HVAC, plumbing, lighting, escorts, general carpentry & painting duties, key making, picture hanging, safely move furniture and equipment as needed, and provide support or assistance when needed.

    • Communicates with the Facilities Director on the work performed and present status of the various mechanical systems.

    • Must stay abreast of changes (safety and code) in the field through seminars and other educational means.

    • Provides information for input to client work order tracking system to initiate work orders for unscheduled jobs, develop materials lists for ordering, and may be required to provide technical support for projects.

    • Responds to emergency situations and traces, troubleshoots and repairs problems; required to wear a cell phone, and carry a shop radio for rapid response and be available for afterhours call outs.

    • Conducts general housekeeping to mechanical/electrical rooms including sweeping, mopping and painting.

    • Receives, responds and completes other duties as assigned

    • Supports the relationship between the City of Galveston and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City Staff; maintains confidentiality of work-related issues and City information; and performs other duties as required or assigned.

    • Employees may at any time be required to work in order to provide for the safety and well-being of the general public, including the delivery and restoration of vital services, in the event of an emergency. The position is classified as “E1 - Essential Employee” and requires the employee to report to work and stay at work upon activation of an emergency status by the City Manager, or designee.

    KNOWLEDGE AND SKILLS:

    Knowledge:

    • City organization, operations, policies, and procedures and applicable federal and state regulations.

    • Building maintenance and repair operations.

    • Basic mechanical, electrical, plumbing, carpentry and drywall principles and practices.

    • Principles and practices of project management.

    • Business and personal computers; word processing and spreadsheet software; and other general office equipment and computer applications.

    Skill in:

    • Handling situations requiring diplomacy, fairness, firmness, and sound judgment.

    • Providing efficient customer service.

    • Understanding and applying City policies and procedures.

    • Reading and understanding blueprints and construction documents.

    • Using various hand and power tools.

    • Establishing and maintaining cooperative working relationships with all levels within the City.

    • Communicating effectively verbally and in writing.

    MINIMUM QUALIFICATIONS:
    High School diploma or equivalent; AND technical degree in HVAC or a minimum of ten years hands on experience in the HVAC trade industry. OR an equivalent combination of education and experience.

    LICENSE AND CERTIFICATION:

    • Possession of a valid Texas Driver’s License required.

    • State of Texas Class “A” HVAC License required.

    • Universal CFC Certification required.

    • Completion of National Incident Management System (NIMS) Training as determined by the City.

    PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
    The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The work is typically performed while intermittently sitting, standing, stooping, walking, bending or crouching. The employee frequently lifts light and heavy objects, climbs ladders and uses tolls or equipment requiring a high degree of dexterity. Must be able to lift 50 pounds or greater. The employee is exposed to machinery with moving parts. The work requires the use of protective devices such as safety glasses, back braces, masks, gloves, etc.
