    Position Description

    Tacoma Water is seeking a highly analytical and strategic professional to serve as a Financial Forecasting Analyst. This position leads advanced financial, economic, and operational analytics to support long-term utility planning, enterprise decision-making, and strategic policy development.
    The role serves as a key advisor to leadership by transforming complex financial and operational data into actionable insights, predictive forecasts, financial models, dashboards, and strategic recommendations for executive management, the Public Utility Board, City Council, and external stakeholders.
    Key Responsibilities
    • Develop, document, and maintain Tacoma Water’s Long-Range Financial Plan with a focus on maintaining low-cost, reliable water service and stable, predictable rate adjustments.
    • Lead analytical oversight and strategic evaluation of Tacoma Water’s debt portfolio and financing strategies and maintain relationships with rating agencies, investors, financial advisors, and legal counsel.
    • Prepare forecasted revenue requirement scenario analyses, operating and maintenance (O&M) forecasts, and 10- and 20-year capital improvement and funding strategies.
    • Present complex analytical findings in clear, accessible formats tailored to executive leadership, policymakers, and public stakeholders.
    • Lead development and maintenance of financial dashboards and reporting tools, including Tacoma Water’s online Financial Dashboard.
    • Develop and maintain Tacoma Water’s comprehensive financial model and associated forecasting tools.
    • Analyze Tacoma Water’s financial and budget position and identify risks, opportunities, and trends impacting utility operations and financial stability.
    • Monitor economic conditions, utility industry trends, legislative developments, and financial markets to support strategic planning and policy recommendations.
    • Coordinate and provide analytical guidance to cross-functional teams involved in debt issuance processes, disclosure documentation, and financing strategies.
    • Conduct and support ad hoc analyses related to rates, fees, services, organizational policies, and financial strategies for Tacoma Water and Tacoma Public Utilities.
    • Participate in Tacoma Water and Tacoma Public Utilities business analytics initiatives and peer groups.


    Qualifications

    Minimum Education*
    Bachelor's degree in business, engineering, computer science, economics, statistics, mathematics or directly related field

    Minimum Experience*
    4 years of experience in statistical analysis, data modeling or data analytics including 1 year prior at senior, lead and/or supervisory level

    * Relevant education and experience may substitute for one another on a year-for-year basis

    Licensing, Certifications and Other Requirements
    Some positions may require individuals to complete annual training and pass a comprehensive personal risk assessment (background check) prior to employment and every five years thereafter as required by federal regulatory requirements (NERC-CIP)

    Other Employment Information

    Direct Deposit: Employees are paid on a bi-weekly schedule by direct deposit.

    Salary Increases: Based on satisfactory job performance, the City provides for a regular progression of salary increases for most classifications according to the salary schedule.

    Union Affiliation: Many job classifications are covered by union security provisions which require union membership, dues, or payment of equivalent service fees.
