    Overview

    This position manages the resources (personnel, funds, equipment) and maintenance and repair activities for the specialized and technical sections of the plant. The maintenance division is responsible for maintenance and repair of all mechanical, electrical, and instrumentation crews for the plant and associated satellite locations. This position reports directly to upper plant management staff and may be required to make decisions in their absence.

    Responsibilities

    • Lead internal projects for plant and satellite facilities to ensure safe, efficient, and compliant operations in alignment with health, safety, and environmental standards

    • Direct facility operations and maintenance activities by strategically allocating resources to support reliability of process equipment and assets

    • Establish project priorities, assign responsibilities, and maintain updated work plans to support operational goals

    • Evaluate project progress, output quality, and workmanship using Computerized Maintenance Management System metrics to measure efficiency and completion rates

    • Develop and oversee project schedules, budgets, and resource requirements while communicating expectations to staff and stakeholders

    • Maintain short- and long-term forecasting plans for maintenance activities and operational projects

    • Prepare employee schedules, including daily assignments, weekly projects, and on-call rotations to maintain operational coverage

    • Coordinate maintenance and project activities to maximize efficiency and minimize operational downtime

    • Provide training and mentorship on operational processes and functions to strengthen employee knowledge and support career development

    • Ensure adherence to applicable state and federal regulations through ongoing review and compliance monitoring

    • Prepare, organize, and maintain regulatory documentation required for reporting, inspections, and records retention

    • Maintain accurate and time-sensitive records related to process equipment, maintenance activities, and operational data

    • Monitor employee licensing and certification requirements to ensure compliance and workforce readiness

    • Partner with department safety personnel to develop and implement site-specific safety plans and procedures

    • Promote a strong safety culture by coaching and guiding employees on safe work practices during field operations

    • Support annual safety training programs and emergency drill exercises in coordination with safety personnel

    • Oversee the tracking, usage, and maintenance of facility equipment and assets while assisting with long-range asset planning

    • Participate in recruitment, onboarding, and hands-on training for supervised employees to support workforce development

    • Collaborate with cross-functional teams and departments on projects involving multiple operational groups

    Position Type and Typical Hours of Work

    • Exempt - Full-Time - 40-hour work week

    • Must be available to work additional hours as needed

    • Flexibility to work evenings, weekends, and holidays is a schedule requirement

    • In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services

    Minimum Qualifications

    • Bachelor's Degree (BA/BS)

    • Three (3) years of experience

    • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hiring.

    • TCEQ Class C Operator License

    Basis of Rating

    A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview
