    GENERAL DESCRIPTION

    Design Project Management Branch: Designing anything to be built anywhere... in Texas. Join our branch of design professionals and the larger Texas Parks and Wildlife family as an Engineer to serve the wild places and people of Texas. Rewarding work within a mission-driven conservation agency on a broad range of project types all over the State.

    Under the direction of the Engineering Program Manager, this position performs engineering work involving conducting or reviewing engineering design, planning, construction, inspection, and maintenance work.

    This career opportunity with the Infrastructure Division of the Texas Parks and Wildlife Department (TPWD) is for a talented and results-oriented Engineer ready to perform design and project management work at all stages of the project before construction, including feasibility, scoping, planning, design and project management of a wide variety of unique projects for multiple divisions within TPWD. Projects are comprised of those listed in the Agency's Capital Construction Portfolio, which varies every biennium, but typically includes water utilities, wastewater utilities, fish hatchery improvements, shoreline stabilization projects, dams, bridges, trails, headquarters buildings, restrooms, offices, maintenance complexes, bunkhouses, hunter check stations and residences. The portfolio also includes planning and development of land acquisitions for new State Parks, State Natural Areas, and Wildlife Management Areas. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.

    NOTE: This position is based at TPWD Headquarters in Austin, TX, but periodic travel to project sites around the state is required.



    Qualifications:

    MINIMUM QUALIFICATIONS

    Education:

    Graduation from an accredited college or university with a Bachelor of Science degree in Engineering.

    Experience:

    Engineer I - Licensed Professional Engineer;

    Engineer II - Two years experience as a licensed Professional Engineer;

    Engineer III - Five years experience as a licensed Professional Engineer.

    Licensure:

    Must possess a current and active Engineer license as issued by the Texas Board of Professional Engineers;

    Must possess a valid class "C" Texas driver's license.

    NOTE: Retention of position contingent upon obtaining and maintaining required licenses.

    ACCEPTABLE SUBSTITUTIONS

    Engineer II-III:

    Experience:

    Graduation from an accredited college or university with a Master's Degree may substitute for one year of the required experience.

    Graduation from an accredited college or university with a PhD may substitute for two years of the required experience.

    PREFERRED QUALIFICATIONS

    Experience:

    Experience with rural utility systems;

    Experience with coordinating consultant engineers to execute work, and the review of that work;

    Experience with Texas Commission on Environmental Quality (TCEQ) water and wastewater regulations;

    Current holder of certification or working familiarity with a recognized sustainable building program, such as Leaders in Environment and Energy Design (LEED) as administered by the U.S. Green Building Council;

    KNOWLEDGE, SKILLS AND ABILITIES

    Engineer I-II-III:

    Knowledge of the design, application, documentation, pricing, bidding, and construction of systems typically found in TPWDs inventory.

    Knowledge of engineering and design principles, techniques, and procedures.

    Knowledge of local, state, and federal laws and building codes relevant to designing facilities at TPWD.

    Knowledge of permitting requirements, building codes, and other legal issues pertaining to capital design and construction projects.

    Skill in use of engineering tools and software in the realm of problem solving.

    Skill in effective verbal and written communication.

    Skill in reviewing and monitoring the design work of others.

    Skill in making presentations to customers and division peers.

    Engineer I:

    Ability to perform entry level engineering designs.

    Ability to work under general supervision, with limited latitude for the use of initiative and independent judgment.

    Engineer II:

    Ability to perform junior-level engineering designs.

    Ability to provide guidance and training to others.

    Ability to work under general supervision, with moderate latitude for the use of initiative and independent judgment.

    Engineer III:

    Ability to perform senior-level engineering designs.

    Ability to provide guidance and training to others.

    Ability to supervise the work of others.

    Ability to work under limited supervision, with considerable latitude for the use of initiative and independent judgment.

    Engineer I-II-III:

    Ability to effectively conduct meetings.

    Ability to establish and maintain effective work relationships.

    Ability to work as an effective team member.

    Ability to prepare concise reports.

    Ability to conduct work activities in accordance with the TPWD safety program.

    WORKING CONDITIONS
    Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday.

    Required to work overtime as necessary.

    Required to operate a State vehicle.

    Required to travel up to 25% of the time with possible overnight stays.

    Must conform to TPWD dress and grooming standards, work rules, and safety procedures.

    Non-smoking environment in State buildings and vehicles.
