    TPWD MISSION

    GENERAL DESCRIPTION

    Under the direction of the Preservation Services Team Lead, this position performs routine (journey-level) to complex (journey level) consultative services and technical assistance work. Responsible for the professional application of the Secretary of the Interior's (SOI) Standards for the Treatment of Historic Properties, The National Historic Preservation Act, and the Antiquities Code of Texas at all State Parks (SP) Division properties.

    Will review projects to be undertaken affecting structures and sites over 45 years old. Will identify historic preservation issues and recognize Areas of Potential Effect (APE) in relation to historic resources. Physical field inspections of APEs will be required. Will review plans for proposed construction projects including drawings and specification documents to ensure adherence to accepted preservation practices, SOI Standards, applicable codes, agency standards, or state and federal antiquities laws. Advocates for the importance of history and built resources on SP properties. Will provide technical assistance on historic preservation issues to agency staff.

    Will assist in the development of program goals, policies, reports, studies, and specialized projects. Assists the State Parks Historian with management of historic resource databases and inventory lists. Will perform an array of research, policy, planning, and administrative duties. Will assist Team Lead in performing required tasks. Will write historic structures reports or conduct technical assessments of historic resources located on SP Division properties.

    Will help plan, develop, and implement architectural preservation projects undertaken by Preservation Services. Will coordinate repair projects and trainings through agency programs and in consultation with maintenance staff. Will review and advise work being performed by outside contractors and architects on historic resources.

    Will assist Team Lead in consultation with the Texas Historical Commission, the state historic preservation office (SHPO). Will serve as a liaison to division, program, and field staff, interpretation staff, other government agencies, and the public. Performs other duties as assigned. Complies with all Program, Agency, and Division rules and policies.

    Note: Tasks and amount of responsibility will depend on amount of prior experience and classification of position hired (Program Specialist I, II, or III). Advancement of position classification after hiring by gaining on-the-job experience, knowledge, skills, or abilities is available.


    Qualifications:

    MINIMUM QUALIFICATIONS:

    Education:

    Graduation from an accredited college or university with a Bachelor's degree in architecture, historic preservation, architectural history, construction science, or an equivalent field.

    Experience:

    Program Specialist I:

    One year of experience in the assessment, maintenance, or repair of historic-aged properties.

    Program Specialist II:

    Two years of experience in the assessment, maintenance, or repair of historic-aged properties.

    One year of experience evaluating built resources for historical significance and architectural integrity.

    One year of project review and applying the Secretary of Interior's Standards to projects affecting historic buildings.

    NOTE: Experience may occur concurrently

    Program Specialist III:

    Three or more years of experience in the assessment, maintenance, or repair of historic-aged properties.

    Three or more years of experience evaluating built resources for historical significance and architectural integrity.

    Three or more years of project review and applying the Secretary of Interior's Standards to projects affecting historic buildings.

    NOTE: Experience may occur concurrently

    Licensure:

    Must possess or be able to obtain, within 30 days of employment, a valid class "C" Texas driver's license.

    ACCEPTABLE SUBSTITUTIONS:

    Education:

    Four or more years of experience in the maintenance and repair of historic-aged properties may substitute for a Bachelor's degree from an accredited college or university in architecture, historic preservation, architectural history, construction science, or an equivalent field.

    Experience:

    A Master's degree from an accredited college or university in architecture, architectural history, historic preservation, construction science, or an equivalent field may substitute for two years of experience in the assessment, maintenance, or repair of historic-aged properties.

    PREFERRED QUALIFICATIONS:

    Education:

    Graduation from an accredited college or university with a Master's degree in architecture, architectural history, historic preservation, construction science, or an equivalent field.

    Experience:

    Three or more years of experience reviewing designs and specifications and applying the Secretary of the Interior's Standards to projects affecting historic buildings.

    Three or more years conducting condition assessments or historic structures reports.

    Three or more years of experience in the maintenance and repair of historic-aged properties

    KNOWLEDGE, SKILLS AND ABILITIES:

    Program Specialist I

    Knowledge of historic building repair methods.

    Knowledge of American architectural history, especially Texas architecture.

    Knowledge of vernacular architecture and construction methods, especially in Texas.

    Knowledge of historic preservation principles.

    Program Specialist II

    Knowledge of a program specialist I; PLUS:

    Knowledge of the Secretary of the Interior's Standards for the Treatment of Historic Properties.

    Knowledge of the Antiquities Code of Texas.

    Knowledge of the National Historic Preservation Act.

    Knowledge of Areas of Potential Effect (APEs).

    Program Specialist III

    Knowledge of a program specialist II; PLUS:

    Knowledge of SHPO Consultation requirements.

    Knowledge of Texas Accessibility Standards.

    Knowledge of construction contracting and administration.

    Skill in evaluating the significance of historic resources.

    Skills of a program specialist I; PLUS:

    Skill in applying the Secretary of the Interior's Standards for maintenance or construction projects affecting historic buildings.

    Skill in evaluating the significance of cultural landscapes.

    Skill in historic building design and building construction analysis.

    Skill in working with historic building materials, tools, and assembly methods.

    Skill in applying historic preservation planning principles to historic sites.

    Program Specialist III

    Skills of a program specialist II; PLUS:

    Skill in effective communication and consultation regarding historic preservation policies, processes, and best practices.

    Skill in instruction of others on historic materials and heritage trades.

    Skill in project organization and implementation.

    Program Specialist I

    Ability to work as a member of a team.

    Ability to communicate effectively, both verbally, and using technical writing skills.

    Ability to perform prescribed job description, and to communicate to supervisor when performance of the job description requires assistance.

    Program Specialist II

    Ability to represent TPWD with professional organizations, and governmental entities.

    Ability to create and deliver presentations to agency staff, other organizations, and to the public.

    Program Specialist III

    Abilities of a program specialist II; PLUS:

    Ability to write and perform consultations with the SHPO and similar entities.

    Ability to conduct project planning.

    Ability to comprehend large-scale construction projects and determine historic preservation needs.

    Ability to develop, coordinate, and implement project goals within identified time frames.

    WORKING CONDITIONS

    Required to work an 8 hour day, Monday through Friday;

    Alternative work schedule may be available;

    Required to work overtime as necessary;

    Required to travel up to 50%, with probable overnight stays;

    Non-smoking environment in State buildings and vehicles.
