    The Charlottesville-UVA-Albemarle County Emergency Communications Center (ECC) is seeking an experienced and collaborative leader to serve as Deputy Director - Support Services. This senior leadership position plays a critical role in the overall management and administration of a consolidated regional 9-1-1 center serving Albemarle County, the City of Charlottesville, and the University of Virginia. Reporting directly to the ECC Executive Director, the Deputy Director provides oversight of the agency’s financial operations, procurement and contract administration, information technology systems, and project management initiatives to ensure the delivery of effective, high-quality emergency communications services in a complex and mission-critical environment.
    The ideal candidate will bring demonstrated leadership experience in financial management, information systems and technology management, project management, and strategic planning. With familiarity of public safety and/or government service operations. This position requires sound judgment, excellent communication skills, and the ability to collaborate effectively with public safety partners, government agencies, vendors, and stakeholders in a fast-paced and highly collaborative environment. The hiring range for this position is $124,770 - $137,904, depending on qualifications and experience, and includes a comprehensive benefits package and the opportunity to make a meaningful impact in regional public safety operations.

    Essential Functions:

    Essential functions and responsibilities of Deputy Director of Operations include, but are not limited to, the following:

    Provides strategic direction and oversight of financial, budgetary, procurement, and technology functions Assists in the development, administration, and monitoring of the agency’s operating and capital budgets Oversees financial planning, expenditure control, fiscal forecasting, and financial reporting activities Directs procurement, contract administration, and vendor management functions in accordance with applicable regulations and policies Develops and implements internal controls, and business processes to ensure organizational effectiveness and accountability Provides strategic oversight of records management, documentation systems, and regulatory compliance functions Coordinates agency financial and administrative matters with County departments, auditors, partner agencies, and governing bodies Supervises and evaluates professional and technical personnel within assigned functional areas Advises the Executive Director on fiscal, organizational, contractual, and operational matters impacting agency performance Leads or participates in complex organizational projects, system implementations, and process improvement initiatives Develops, implements, and evaluates policies and procedures related to information technology and cyber security Coordinates applications development, design and high-level technical support for systems used by the ECC, city, county and university as well as other regional, state and federal entities Ensures compliance with applicable federal, state, and local laws, regulations, and policies governing public sector financial and administrative operations Represents the agency in administrative, governmental, and interagency meetings as delegated Assumes executive leadership responsibilities as required Performs related work as required

    Required Education and Experience:

    • Any combination of education and experience equivalent to graduation from an accredited four-year college or university with coursework in public administration, business administration, finance, accounting, information systems, information technology, computer science, management information systems, or a closely related field; and
    • Eight years of considerable progressively responsible experience in budgeting, financial administration, procurement, technology management, information systems oversight, or related administrative and technical functions. Experience must include significant responsibility for budget development and administration, contract or vendor management, and organizational planning; and
    • Three years of supervisory experience.


    Special Requirements:

    • Upon hire, eligible for Commonwealth of Virginia valid driver’s license.
    • Must meet the requirements to obtain and maintain Virginia Criminal Information Network/National Crime Information Center certification.
