    TPWD MISSION

    To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

    GENERAL DESCRIPTION

    Under the direction of the State Parks Volunteer Program Manager, the Community Services and Partnerships Specialist performs moderately complex (journey-level) consultative services and technical assistance work and is the conduit between governmental entities and agencies, civic organizations and non-profits, the military, and institutions of higher learning for the placement of individuals in alternative workforce, work-study programs, community service, or internships. Responsible for establishing program policies, procedures, training resources, and onboarding/offboarding protocol in accordance with agency policies and procedures, and state and federal regulations. Creates or reviews memorandums of agreement/understanding in accordance with agency procedures. Provides program support requiring effective communication, administrative and purchasing skills, database system and webpage maintenance, hosting training via conference calls or webinars, and use of online resources to promote programs and managing multiple projects and deadlines. Works under general supervision, with limited latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division, and Branch rules, regulations, and procedures.



    Qualifications:

    MINIMUM QUALIFICATIONS:

    Education:

    Graduation from an accredited college or university with a Bachelor's degree.

    Experience:

    Experience in unpaid staffing coordination;

    Experience coordinating external and internal partnerships.

    NOTE: Experience may have occurred concurrently.

    Licensure:

    Must possess or be able to obtain, within 30 days of employment, a valid state driver's license.

    NOTE: Retention of position contingent upon obtaining and maintaining required license.

    ACCEPTABLE SUBSTITUTIONS:

    Education:

    One year of experience in paid or unpaid staffing coordination in park, or closely related organization, or non-profit administration may substitute for 30 hours of the required education, with a maximum substitution of 120 semester hours.

    PREFERRED QUALIFICATIONS:

    Education:

    Nonprofit Management certification or degree from accredited institution or Certified Nonprofit Professional (CNP) issued by the Nonprofit Leadership Alliance;

    Volunteer Management certification or degree from an accredited institution or Certified in Volunteer Administration (CVA) issued by Council for Certification in Volunteer Administration.

    Experience:

    Experience in volunteer management and administration;

    Experience in nonprofit administration;

    Experience in internship recruitment and placement;

    Experience in career counseling and placement services;

    Experience in creating standard operating procedures;

    Experience creating or reviewing memorandums of agreement/understanding;

    Experience utilizing an online database system;

    Experience in hosting training via conference calls or webinars.

    KNOWLEDGE, SKILLS, AND ABILITIES

    Knowledge of volunteer management and administration;

    Knowledge of recruitment and retention strategies and objectives;

    Knowledge of policies, procedures, and processes for managing or supervising a workforce;

    Knowledge of program management, consultation, training, and providing resources;

    Skill in interpreting program-related federal, state, and agency regulations and policies;

    Skill in developing processes, procedures and policies for program area;

    Skill in effective verbal and written communication;

    Skill in managing a geographically dispersed program and individuals;

    Skill in fostering relationships and working with organizations and civic groups;

    Skill in effective communication and interaction with staff at all levels;

    Skill in training others;

    Skill in using Microsoft Office, including Word, Excel, PowerPoint, and Outlook;

    Skill in video conference software and equipment;

    Skill in managing several projects simultaneously;

    Ability to effectively plan, schedule and organize activities to meet multiple deadlines;

    Ability to analyze complex information and provide guidance or effective solutions;

    Ability to effectively demonstrate facilitation skills;

    Ability to travel to various work locations;

    Ability to work as a member of a team;

    Ability to communicate effectively with the public;

    Ability to provide excellent customer service to internal and external customers;

    Ability to exercise initiative;

    Ability to work independently with little or no supervision;

    Ability to conduct work activities in accordance with TPWD safety program.

    WORKING CONDITIONS

    Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;

    Required to work on holidays, weekends and hours other than 8:00 a.m. to 5:00 p.m. as necessary;

    Required to work overtime as necessary;

    Required to travel 15% with possible overnight stays;

    Required to operate a State vehicle;

    Must conform to TPWD dress and grooming standards, work rules and safety standards;

    Non-smoking environment in State buildings and vehicles.
