THE OPPORTUNITY The Program Manager will serve in a highly collaborative leadership role supporting integrated Behavioral Health and Housing initiatives designed to address complex community needs. This position operates within a fast-paced and evolving environment requiring strategic thinking, operational leadership, cross-system collaboration, and strong relationship management skills.
The selected candidate will have the opportunity to: - Provide strategic leadership to the Behavioral Health - housing and homelessness team and grant funding to achieve the Agency and County's organizational mission, vision, and values.
- Lead the development of policies and procedures specific to the Behavioral Health- housing initiatives Programs and ensure appropriate procedures are in place and followed.
- Oversee and coordinate with community partners on the application and distribution of federal, state, and local funds received in order to address and reduce homelessness in the County, as part of the Behavioral Health system of care.
- Coordinate and administer federal and state Behavioral Health related housing initiatives and report their requirements, impacts, and outcomes.
- Participate in the development of a County-wide strategy and carry out planning for Housing and Homelessness programs under the Behavioral health umbrella, in collaboration with the CoC, community stake holders and City and County partners.

THE IDEAL CANDIDATE The ideal candidate is a collaborative and strategic program manager with experience leading complex public service programs that serve vulnerable populations. This individual brings a strong foundation in program development, implementation, and oversight, with the ability to manage multiple initiatives that intersect with behavioral health, housing, and/or social services systems.
The successful candidate will have demonstrated experience working within highly regulated environments and navigating applicable federal, state, and local requirements. They are skilled in interpreting policy, translating requirements into operational practice, and ensuring compliance across contracted providers or service delivery systems. Experience managing or creating contracts, overseeing vendor performance, and partnering with community-based organizations is highly desirable.
This individual is a strong project manager who can move initiatives from concept through implementation, balancing competing priorities while maintaining attention to detail. They are comfortable working across systems, building relationships with internal departments and external partners, and aligning program goals with broader organizational and community priorities.
This individual understands how to balance attention to detail with broader system-level thinking and is able to move between operational execution and big-picture strategy. They are able to navigate differing perspectives and timelines constructively, while being able to integrate differing perspectives.
The ideal candidate communicates effectively with diverse stakeholders, exercises sound judgment, and approaches challenges with a solutions-oriented mindset. Experience in behavioral health, housing and homelessness services, healthcare, or other public sector programs is valuable; however, candidates with transferable skills in program management, regulatory compliance, and cross-system coordination are encouraged to apply.
MINIMUM QUALIFICATIONS
Human Resources will assess your application to determine if you are minimally qualified using the following minimum qualifications: A combination of the required experience, education, and training that would provide the essential knowledge, skills, and abilities is qualifying; however, education may not solely substitute for the required experience. Equivalent to a bachelor’s degree from an accredited four-year college or university with major coursework in public administration, business administration, or a field related to the program(s) to which assigned;
AND
Two (2) years of experience providing professional level administrative, financial and management analytical support, or professional level experience in Behavioral Health Programs.
Additional Requirements: - Possession of, or ability to obtain, a valid California Driver's License by time of appointment and a satisfactory driving record.
