    Job Summary

    Performs supervisory duties and advanced technical plan reviews for commercial and residential construction, ensuring submitted plans comply with adopted building codes, ordinances, and regulations, and issuing permits for the Building Division of the Development Services Department . This senior-level role within the Plans Examiner series involves frequent interaction with staff, contractors, developers, utility companies, property owners, and other County departments to provide information and interpret and enforce codes, requiring strong initiative and independent judgment in applying building standards.

    Working Hours : Monday Through Friday, Flexible with 8am-5pm or 4-10's ( No Holidays or Weekends)

    Hourly Pay Range:

    Plans Examiner I Range 17 / Step 1 - 18 $25.65 - $42.41 Plans Examiner II Range 19 / Step 1 - 18 $28.28 - $46.72 Plans Examiner Senior Range 21 / Step 1 - 18 $31.18 - $51.51

    REPORTS TO:

    General supervision of a higher level of authority. Work involves considerable exercise of initiative and independent judgment in reviewing and analyzing plans, evaluating the appropriate codes and ordinances and resolving discrepancies in a tactful manner.

    SUPERVISION EXERCISED

    May exercise technical and/or functional supervision and assist in training staff at the Plans Examiner I & II levels.

    Essential Job Functions

    • Supervises, coordinates and performs a variety of administrative staff work such as scheduling; maintaining records; responding to requests for information or services; performing related administrative, planning and research activities; and preparing correspondence, reports, statistical information and may prepare budget materials.
    • Prepares performance evaluations; may make hiring recommendations; recommends disciplinary actions; reviews vacations and time off requests; prepares work schedules and assignments; supervises the activities of assigned personnel.
    • Monitors plan reviews, reports and recordkeeping activities filed by assigned personnel for completeness, accuracy, and adherence to policy and procedure guidelines.
    • Reviews the more complex submitted construction plans and specifications of all types to check compliance with the requirements of the International Building, Plumbing, Mechanical, and Electrical Codes, State statutes and related codes and ordinances.
    • Reviews calculations for completeness, code compliance and accuracy.
    • Rejects plans for non-compliance with codes at various stages and references requirements and reasons for disapproval.
    • Provides technical assistance to the public and advises applicants of needed changes, modifications, alternatives or solutions for code compliance.
    • Confers with architects, designers, engineers and contractors in reconciling building plans with County building codes.
    • Performs research and resolves difficult problems with the public and applicants regarding building code requirements.
    • Responds to inquiries from field inspectors concerning construction problems requiring plan modifications.
    • Maintains awareness of new and revised codes and construction methods and materials and maintains the structural and architectural building codes in an up-to-date condition.
    • Calculates permit fees based on value, occupancy and construction type.
    • Reviews building permit applications for pertinent data, information, necessary clearances and other requirements.
    • Prepares and maintains records and reports of permits reviewed and issued.
    • Reviews trade literature, publications and conference reports to keep abreast of current technology.
    • Perform building inspections as needed by the Department.


    SECONDARY JOB FUNCTIONS
    • Performs related work as required.
    • Performs special assignments as requested.
    • Exercise regular and predictable attendance and punctuality in accordance with Mohave County Personnel Policies and Procedures.


    Minimum Qualifications

    • High School diploma/ GED (General Education Degree).
    • Four (4) years’ experience in performing plan review of structural plans or designs of residential, commercial, and industrial buildings.
    • OR an equivalent combination of experience, education and training which provides the desired knowledge, skills and abilities may be considered.


    SPECIAL JOB REQUIREMENT
    • Must pass drug screen post offer.
    • Must possess a valid driver’s license for operation of motor vehicles on Arizona roads at the start of employment and maintain said license while employed in this position.
    • Must provide acceptable driving history at no cost to the County.
    • Must possess and maintain International Code Council (ICC) certifications as a Residential and Commercial Plans Examiner, and a Residential and Commercial Plumbing, Mechanical and Electrical Plans Examiner.

    • County codes and ordinances and State laws related to design, construction and modification of residential, commercial and industrial buildings.

    • Modern developments, current literature and sources of information in the field of building construction and inspection.
    • Trigonometry and statistics.
    • Use of Building Code tables and charts for checking requirements.
    • Department policies, rules, regulations, and procedures.

    • Detecting and correcting discrepancies in plans, materials and construction methods as related to the Building Codes.
    • Communicating and maintaining professionalism with the public, co-workers, and work contacts.
    • Maintain accurate and complete records and to research resource materials.
    • Communicate code requirements to permit applicants.
    • Evaluate proposed problem solutions to bring designs into code compliance.
    • Read and accurately interpret complex plans, specifications and blueprints.
    • Perform complex structural computations to include computations of structural loads and stresses.
    • Plan and schedule work to accommodate the needs of contractors and property owners, to assure compliance with codes, standards and regulations and to avoid costly delays in the construction or modification process.
    • Work independently and efficiently organize workload and schedule.
    • Make accurate and detailed observations.
    • Follow written and verbal instructions.
    • Communicate effectively verbally and in writing.
    • Establish and maintain effective working relationships with associate personnel, contractors, developers and the public.
    • Perform the essential functions of the job specifications with or without a reasonable accommodation.
