    Position Summary Horizon Global Partners is seeking an experienced Site Superintendent to support overseas construction and facility projects for the U.S. Department of State – Office of Overseas Buildings Operations (OBO). The Site Superintendent will be responsible for overseeing daily field operations, coordinating subcontractors and field personnel, and ensuring all construction activities are performed in compliance with project specifications, quality standards, safety requirements, and U.S. Government construction regulations. The Site Superintendent will work closely with project leadership, subcontractors, inspectors, and government representatives to support successful project execution throughout all phases of construction. Key Responsibilities • Supervise and coordinate all daily on-site construction activities and field operations.
    • Ensure compliance with project drawings, specifications, approved submittals, and applicable construction codes.
    • Coordinate subcontractors, vendors, and field crews to maintain project schedules and productivity.
    • Monitor field activities for quality control, safety compliance, and workmanship standards.
    • Support implementation of project safety plans and ensure compliance with OSHA and project safety requirements.
    • Prepare and maintain daily reports, site logs, progress updates, and field documentation.
    • Coordinate inspections, testing activities, material deliveries, and field resources.
    • Identify and resolve field issues to minimize delays and maintain project progress.
    • Communicate regularly with the Project Manager, Quality Control Manager, subcontractors, and government representatives regarding project status and field conditions.
    • Support project closeout activities, punch list completion, and final inspections.
    • Promote a proactive culture of safety, quality, and accountability across project operations. Accountability • The Site Superintendent will be responsible for ensuring daily field operations are completed in accordance with project requirements, quality standards, and schedule objectives.
    • Failure to maintain project quality, safety, or performance standards may result in removal at the direction of project leadership or the Contracting Officer's Representative (COR). Qualifications • Minimum of five (5) years of experience supervising commercial, federal, or overseas construction projects.
    • Experience supporting OBO, USACE, DoD, or other U.S. Government construction projects preferred.
    • Strong understanding of construction means and methods, field coordination, safety compliance, and quality standards.
    • Experience managing subcontractors and multidisciplinary field teams.
    • Ability to read and interpret construction drawings, specifications, and project documentation.
    • Strong leadership, communication, organizational, and problem-solving skills.
    • Proficiency with Microsoft Office Suite and construction management software preferred.
    • OSHA 30-Hour Construction Safety certification preferred.
    • Bachelor's degree in Construction Management, Engineering, Architecture, or related field preferred; equivalent experience will be considered.
    • Ability to work effectively in overseas and fast-paced construction environments.
