    Overview

    The Utilities Foreman is responsible for monitoring work priorities using MAXIMO, an internal software, to analyze work orders, back logs, manage resources and assets, create maintenance schedules for job safety and/or planned work. This position will manage crews of 5-10 Utility Technicians of all levels. The incumbent will plan, organize, and implement management approved traffic control plans around high traffic critical work zones.

    Responsibilities

    • Responsible for crew safety and ensuring all work is performed in accordance with City standards and TCEQ regulations for water distribution infrastructure, including contractor work

    • Apply and enforce TCEQ regulatory requirements for construction, repair, and maintenance activities

    • Conduct safety tailgate meetings, identify worksite hazards, and ensure proper PPE usage by all staff

    • Lead teams during emergency response and planned water distribution work in compliance with City and TCEQ regulations

    • Oversee installation, inspection, maintenance, and repair of water distribution infrastructure

    • Coordinate and support new infrastructure projects and water service disruptions with internal departments and outside contractors

    • Identify critical water valves, perform dry runs, and assist with public notification planning for service interruptions

    • Document work activities in MAXIMO, ensuring accuracy and inclusion of photos for reference and recordkeeping

    • Participate in meetings and assist with developing work strategies, procedures, and solutions to operational issues

    • Prepare cost estimates and assist with reports, Project Execution Plans, Employee Statements, performance appraisal input, and progressive discipline documentation

    • Perform additional duties as assigned

    Position Type and Typical Hours of Work

    • Non-Exempt - Full-Time - 40-hour work week

    • Must be available to work additional hours as needed

    • Flexibility to work evenings, weekends, and holidays is a schedule requirement

    • In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services

    Minimum Qualifications

    • High School Diploma/GED

    • Five (5) years of experience

    Licenses and Certifications

    Required

    • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hiring.

    Required within one (1) year of hire

    Any of the following TCEQ licenses:

    • Class I or II Wastewater Collection or Water Distribution D or C

    Preferred

    • Class A CDL

    Basis of Rating

    A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview
