Department of Behavioral Health (DBH), Research, Analysis and Development (RAD) unit is recruiting for a Staff Analyst II to perform complex professional administrative and analytical work in support of departmental operations, regulatory compliance, and program performance monitoring. The RAD team serves as a central resource for data, reporting, and performance analysis across the department. The team develops and maintains key tools such as data dashboards, monthly clinic reports, and public-facing directories, providing internal and external stakeholders with clear visibility into performance and outcomes. RAD also leads critical reporting and compliance efforts tied to state and federal requirements (e.g., Behavioral Health Service Act, Network Adequacy, Timely Access), ensuring data is accurate, timely, and actionable.
In addition, the unit supports continuous improvement efforts by analyzing quality measures (e.g., Healthcare Effectiveness Data and Information Set [HEDIS], Performance Improvement Plans [PIPs]), reviewing workflows, and partnering with programs to identify opportunities to enhance operations. RAD also supports data infrastructure and integration initiatives, helping ensure data systems are reliable, connected, and accessible. This infrastructure is critical to ensuring department success in audits such as those conducted by the California Department of Health Care Services (DHCS) and the External Quality Review Organization (EQRO).
This position will be responsible for supporting RAD through a variety of administrative processes on assigned projects that include, but are not limited to, data collection, analysis, and validation; project coordination with DBH programs and other departments to achieve mutual goals; supporting readiness and compliance with reporting measures and audits; researching methods necessary for program improvement proposals and implementation; and preparing diverse reports, records, correspondence, and other related documents as assigned.
Primary duties include: - Conduct research and analytical studies of organizational operations and programs
- Analyze large and complex datasets and develop reports and recommendations
- Prepare reports, dashboards, presentations, and other analytical documents
- Present data and findings to management and stakeholders
- Coordinate and support contracts, agreements, and BAI fact sheets and tracking
- Support audit readiness, compliance activities, and regulatory reporting
- Develop and recommend policies, procedures, and operational improvements
- Coordinate and support program or project-based work assignments
- Plan and coordinate administrative and operational studies
- Support administrative processes including tracking and documentation for the IRB, program projects, process improvement/implementation, and/or other department initiatives assigned to RAD
- Maintain cross-functional knowledge to ensure continuity of operations

Department of Behavioral Health (DBH) is responsible for providing mental health and substance use disorder services to county residents who are experiencing major mental illness or substance abuse related issues. DBH provides mental health and substance use disorder prevention and treatment services to all age groups, with a primary emphasis on treating children/youth who may be seriously emotionally disturbed, adults who are experiencing a serious and persistent mental illness, and individuals who are experiencing substance use disorders. REQUIRED EXPERIENCE (must meet one (1) of the following options) : Option 1 Eighteen (18) months of full-time equivalent, professional-level, analytical experience in
research project management/coordination. Option 2 Two (2) years of full-time equivalent, professional-level, analytical experience in a combination of areas including:
administrative, research, project coordination/management, data analysis, or organizational functions. Option 3 Two (2) years of experience as a Staff Analyst II Trainee in San Bernardino County.
REQUIRED EDUCATION (must meet one (1) of the following options) : Option 1 Bachelor's degree in public/business administration, behavioral/social science, accounting/finance or other relevant field of study.
Option 2 Associate’s degree in public/business administration, behavioral/social science, accounting/finance or other relevant field of study
AND two (2) years of
experience* supporting management or professional level administrative services staff in any of the following areas: analytical studies, organizational operations, staffing projections and related budgeting, fiscal/budget analysis, data analysis, statistical analysis, accounting, economics or other closely related duties.
*T he 2 years of experience used to qualify under
Education Option 2 will be treated as a
substitution for the Bachelor’s degree and will not count towards any of the three options under the Required Experience .

Desired Qualifications Ideal candidates will have extensive experience preparing and processing county, state or federal contracts, procurement and service contracts, processing or preparing grant applications, conducting competitive bids, and negotiating contracts with vendors. Understanding of the County's Board approval process and experience preparing Board Agenda Items (BAI) is highly desired.
Essential knowledge and skills include:
- An understanding of principles and practices of public administration as applied to procurement processes, contracts and grants administration and compliance.
- Excellent writing skills with the ability to prepare clear and accurate bid and procurement documents , legally binding agreements/contracts, and compelling grant application proposals.
- Effective and persuasive communicator with the skills and knowledge of techniques required to negotiate contract terms beneficial to the County and educate and ensure contractor compliance.
- The ability to perform complex, sensitive, and detailed administrative and analytical work involving the use of independent judgment and personal initiative to make decisions, develop solutions, and meet deadlines.
- Proficient with procurement management systems, such as ePro, and SAP contract management modules.
