About the Role:The primary functions of this position are to perform Dye-Dilution Testing (DDT) in wastewater systems to verify flow meter accuracy including but not limited to conducting sampling and laboratory analysis of wastewater to support flow measurement accuracy verification, performing field surveys, site investigations, and inspections of sewer structures, maintenance holes, and conveyance assets for DDT suitability, identifying suitable injection and sampling points and verify connectivity between upstream and downstream locations, operate, maintain, and troubleshoot dye-injection equipment, fluorometers, samplers, and related tools or equipment, collect, record, and analyze field and laboratory data using established QA/QC processes and Standard Operating Procedures (SOPs), assist in troubleshooting flow and data discrepancies in coordination with WTD modeling engineers and flow monitoring data analysts, and develop traffic safety plans for DDT sites and coordinate with local agencies as needed.
The position works under the oversight of a CM III and/or a lead (CM IV) and will work both independently and as part of the Flow Monitoring & Analysis (FM&A) team. The position may involve making decisions with minimal guidance on DDT activities that may not have established or clearly defined guidelines or procedures. It will also support the FM&A team during flow meter installations, and flow data quality and maintenance issues.
These tasks are performed to support the existing system-wide flow monitoring program, and future small-to large-scale flow monitoring projects that provide efficient and effective flow data and information in support of King County WTD's Combined Sewer Overflow (CSO) Control Program, long-term Conveyance System Improvement (CSI) projects, regulatory reporting requirements, and construction and inspection activities within the WTD's Wastewater collection system.
About the Team: The Flow Monitoring and Analysis (FM&A) Work Group performs monitoring of WTD’s conveyance system to provide reliable flow data and information for the management and upgrades of the (wastewater conveyance) system. The Dye-Dilution Testing (DDT) Field Tech will work and collaborate with FM&A staff, project managers, planners, modeling staff, operations staff, and others to ensure useful reliable flow data and information meets the capital and operating needs of WTD.
Some of the projects and efforts the FM&A work group supports include:
- Assess system capacity and Infiltration/Inflow issues, and determine system needs for long-term planning for the management and upgrade of the WTD conveyance system
- Perform Hydraulic Modeling and Calibration
- Quantify CSOs for NPDES reporting to the Washington Department of Ecology (DOE)
- Understand and evaluate flow conditions in support of a wide range of WTD programs and projects including Sewer Heat Recovery, Mouth of Duwamish (MOD), and Conveyance System Improvements.
- Determine the timing and sizing of future facilities and to foster the efficient use of funds
- Manage the system during peak and/or emergency storm or flow events including collaborating with local agencies (example - monitor UIC wells and SPU/KC M&M agreements)
- Support construction and O&M activities within the system

- Follow confined-space entry requirements, PPE standards, and traffic control procedures.
- Ensure safe handling of dyes and compliance during field operations.
- Create or update work requests and track and complete work orders in computerized maintenance management systems (Maximo) and provide information as needed
- Perform a variety of administrative duties such as development of work methods and upkeep of records; review field procedures and provide input into the update of the flow monitoring SOPs as needed
- During emergencies, conduct or assist inspections to determine the extent of damage to King County owned facilities, equipment, and assets and prepare reports
- Perform other duties as assigned and participate in special projects and other duties as assigned by the team Lead and/or work group Supervisor.
Experience, Qualifications, Knowledge, SkillsQualifications You Bring: - A good understanding of basic hydraulics especially as related to measurement of flow and working knowledge and understanding of the methods and processes of flow monitoring, including field procedures, analyzing data for consistency, trends, patterns, and outliers
- Demonstrated skill and ability to work effectively and collaboratively with a diverse group of individuals and stakeholders from diverse backgrounds, cultures, and lived experiences, including co-workers and management, and skill and ability in handling difficult conversations.
- Very good attention to detail and an ability to organize and handle multiple tasks, meet established deadlines, and maintain accurate records

- Valid Washington State Driver’s License; demonstrated ability to drive a Ford Transit 350 High Roof Cargo Van (148" wheelbase, extended body, 4WD) with an enclosed, 2 -axle, 6’x12’ trailer on city streets and highways

- Experience developing, supporting, or updating SOP documentation.
- Demonstrated technical competence in all aspects of flow monitoring including site investigations, meter installation, field verification, data collection, detailed data analysis, and reporting; ability to inspect and approve installation of approved flow meters and to recognize installation deficiencies and omissions and develop a corrective action listing
- Working knowledge and experience in the areas of sewer inspection, testing, monitoring, and operations and maintenance of a water or wastewater collection system
- Working knowledge of and experience in a Computerized Maintenance Management System (CMMS) such as Maximo
- Working knowledge of Geographic Information Systems such as ArcGIS
- Training and certification in First Aid/CPR, Confined Space Entry, and Flagging/Work Zone Traffic Control

- Work Schedule: This full-time position works a 40-hour work week. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible.
