Overview The Project Funds Manager will be responsible for overseeing the pay applications (billing) process under the Construction Management Division of the Engineering Services Department. Including project contract budgeting, forecasting, financial analysis, and reporting of construction related projects. Additionally, this role will involve managing and optimizing the allocation of resources to support the Construction Management Division's goals and objectives efficiently while ensuring compliance with construction industry regulations and standards.
Responsibilities • Assist the Business Manager with monitoring the Construction Management Division's annual operating budget by collecting data and analyzing actual and forecasted expenditures
• Monitor performance measures regularly and provide updates and recommendations for corrective actions
• Oversees the change order process and give guidance to the staff
• Provides information, prepares reports, and makes recommendations to ADs and the Director of Engineering Services
• Liaison to the Support Services and Project Management Divisions of the Engineering Services Department
• Supervise the purchasing and accounts payable functions within the Construction Inspection Division, ensuring efficient processes
• Review and approve contractors pay estimate applications while maintaining accuracy and adherence to budgetary guidelines
• Provide oversight for Construction contracts, and FMAC agreements managed by the Construction Management Division, ensuring terms and conditions are met and updated as necessary
• Serve as the department's P-Card Coordinator, overseeing the procurement card program for the Construction Management Division and ensuring proper usage and compliance with policies and procedures
• Manage, monitor, and provide construction guidance to the Construction Team, Sr EPS, and EPS, using trackers and Trimble software
• Supervise the collection and reporting of performance data, ensuring accuracy and timeliness
• Train and develop the Engineering Project Specialist team
• Coordinate organizational analysis initiatives and develop action plans to enhance department operations based on data insights
• Ensure compliance with construction industry regulations as they relate to pay applications while also ensuring contract payments are on time
• Collaborate with project managers and construction teams to review contracts, bids, and proposals to ensure compliance with appropriate regulatory requirements
• Monitor construction project budgets and expenditures to ensure projects are executed within budget
• Coordinate with regulatory agencies and external auditors to facilitate compliance audits and inspections
• Provide guidance and training to staff on construction compliance requirements and best practices
• May be asked to perform other duties as assigned
Position Type and Typical Hours of Work • Exempt - Full-Time
- Flexibility to work evenings, weekends, and holidays is a schedule requirement

Qualifications • Bachelor's Degree (BS/BA) - Prefer an Accounting or Finance Degree
• 5 (five) years of experience
Licenses and Certifications Required • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating A recruitment consultant will evaluate all applications against the posted qualifications and may request additional information. The city may also conduct additional skill assessment tests, in addition to the panel interview.
