    The Counterintelligence Analyst will play a key role in supporting the NOAA Research Security Program by identifying, assessing, and mitigating threats to NOAA's critical technologies, intellectual property, and research data. This position requires expertise in counterintelligence methodologies,with demonstrated experience in research security, technology protection, and foreign influence detection. The Analyst's work will directly contribute to safeguarding NOAA's mission and maintaining the integrity of U.S. research.

    Key Responsibilities Threat Assessment & Analysis

    • Conduct assessments of foreign influence risks in NOAA research programs
    • Analyze intelligence reports and open-source information to identify threats
    • Perform due diligence on foreign entities seeking collaboration with NOAA
    • Support development of the NOAA Critical Assets List
    Policy & Procedure Development
    • Develop due diligence processes for classified and unclassified research reviews
    • Contribute to export control policy and technology control plan assessments
    • Draft SOPs for counterintelligence-focused due diligence
    • Support creation of disclosure standards and violation consequences
    Security Framework Implementation
    • Conduct gap analysis of NOAA's research security posture
    • Contribute to risk assessments of critical and emerging technologies (NSPM-33)
    • Design procedures for identifying and mitigating nation-state threats
    • Assist in supply chain risk management for research integrity
    Training & Incident Response
    • Develop and deliver training on foreign influence detection and threat awareness
    • Support tabletop exercises and simulations for counterintelligence scenarios
    • Assist with incident response planning for suspected foreign influence or unauthorized technology transfer
    • Provide briefings to NOAA personnel on counterintelligence trends and indicators
    Minimum Qualifications
    • Bachelor's degree in Intelligence Studies, International Relations, Cybersecurity, or related field
    • 5+ years of counterintelligence experience, preferably in a government or research environment
    • Knowledge of NSPM-33 requirements and research security frameworks
    • Experience with export control regulations (ITAR, EAR) and technology control plans
    • Proficiency with classified and unclassified intelligence analysis tools
    • Strong analytical skills with ability to synthesize multi-source data
    • Excellent written and verbal communication skills
