    Job Title

    This position provides operational and technical support for the Intelligence Carry-On Program (ICOP) across U.S. Navy surface platforms.

    The role is split roughly equally between formal instruction and system installation. The person in this seat is expected to train shipboard personnel and lead ICOP installations. Both functions are core to the job, not secondary considerations.

    The team is small and operates with limited redundancy. Everyone installs. Everyone trains. The person filling this role needs to carry both.

    The ideal candidate has an OPELINT background, specifically IS or CTT rate, with working knowledge of intelligence collection, processing, and dissemination systems. An IS or CTT with OPELINT experience will recognize the systems, understand the mission context, and speak the same language as the operators being trained.

    Work is performed both ashore and onboard ships in port. Expect significant travel to fleet concentration areas. There are no underway requirements.

    Core Training Responsibilities
    • Plan, develop, and deliver formal training sessions for shipboard personnel including operators and system administrators across varying experience levels and operational environments
    • Facilitate classroom and hands-on instruction in both shore-based and shipboard settings, adapting delivery to audience background, rank, and operational tempo
    • Conduct operator and system administrator training on ICOP intelligence systems and associated applications including ISAT, IntelHub, VideoScout, JTT, GCCS, Aspera, MAKO Chat, and CM-3 receivers
    • Train operators on intelligence workflows including data filtering, tracking, correlation, and dissemination across tactical networks
    • Assess trainee comprehension and system readiness; provide follow-up instruction and documentation as needed to confirm proficiency before departure
    Core System Administration Responsibilities
    • Lead and support configuration, installation, and operational validation of ICOP systems across shipboard and deployed environments
    • Perform system imaging, software re-installations, patching, backups, and post-configuration validation on Windows-based operational systems
    • Troubleshoot hardware, software, networking, and communications issues within classified and shipboard environments
    • Conduct System Acceptance Testing (SAT), functional checks, and performance validation to confirm mission readiness
    • Coordinate with shipboard IT, Cybersecurity, and Intelligence personnel to configure SIPR connectivity, DNS settings, network interfaces, and remote access services
    • Install and maintain cybersecurity compliance tools including ESS, ACAS scanning, and DLP policy enforcement
    • Document technical procedures, system deficiencies, corrective actions, and training outcomes in formal reports and readiness documentation
    • Travel to fleet concentration areas and onboard naval vessels to support installations, upgrades, troubleshooting, and training requirements
    Required Qualifications
    • Active DoD Secret clearance; TS/SCI eligible preferred
    • IS rate or CTT rate background with OPELINT experience, or civilian equivalent working directly with Navy intelligence systems
    • CompTIA Security+ CE (required for network access on DoD systems)
    • Demonstrated ability to deliver formal instruction to mixed-rank military audiences
    • Proficiency with Windows-based system administration including imaging, patching, and network configuration
    • Ability to lift and carry up to 100 pounds; ICOP hardware requires physical handling during installation
    • Willingness and ability to travel to CONUS and OCONUS fleet locations
    Desired Qualifications
    • Master Training Specialist (MTS) certification or equivalent formal instructor qualification
    • Working familiarity with video distribution systems including DVIDS, IVDS, and CVDS
    • Experience with Joint Tactical Terminal (JTT) and Global Command and Control System (GCCS)
    • Previous experience with ICOP, IntelHub, VideoScout, ISAT, or similar ISR dissemination platforms
    • Familiarity with SIPR network configuration, firewall protocols, and cybersecurity compliance in shipboard environments
    • Experience with ACAS scanning, ESS, or DLP tools in a DoD operational context
