The Deputy Marshal supports the City of San Marcos by enforcing municipal ordinances and state laws, conducting patrols of city parks and facilities, and promoting public safety through proactive engagement and enforcement activities. The position also carries out warrant and document service duties for the Municipal Court of Record and provides backup courtroom security only when bailiffs are unavailable. This role ensures the safety and compliance of city spaces and supports effective law enforcement operations throughout the community.
ESSENTIAL FUNCTIONSThe following list highlights the main responsibilities of this position. While it covers the core tasks, it may not include every duty that could be assigned. Employees may be asked to take on other responsibilities as needed to support the team and department.
- Patrols city parks, facilities, and surrounding areas by foot, vehicle, kayak, or ATV to promote public safety and ensure compliance with laws.
- Enforces municipal ordinances and state laws through verbal warnings, citations, and arrests.
- Regulates parking and traffic using signage, barriers, and enforcement tools.
- Serves legal documents, including summonses and subpoenas issued by the Municipal Court.
- Participates in warrant enforcement activities, including locating and arresting wanted individuals.
- Coordinates with internal departments and outside agencies during special events, emergencies, and joint operations.
- Provides courtroom security as a secondary/backup when bailiffs are not available.
- Maintains accurate records and prepares reports on enforcement activity, service attempts, and case outcomes.
- Operates law enforcement vehicles, equipment, and communication tools safely and effectively.
- Attends required training and meetings to maintain certifications and operational readiness.
MINIMUM REQUIREMENTS & PREFERRED QUALIFICATIONS MINIMUM REQUIREMENTS - High school diploma or equivalent
- Texas Peace Officer (TCOLE) Basic Certification
- Minimum of three (3) years of law enforcement experience
- Ability to swim and complete swift-water training upon hire
- Completion of ATV Safety Institute course
- Successful completion of the department Field Training Program
- Valid Texas Driver’s License with an acceptable driving record
PREFERRED QUALIFICATIONS - Experience in municipal law enforcement or park/public-area patrol
- Familiarity with warrant enforcement and community-policing strategies
- Experience providing security in judicial or public-safety environments
COMPETENCIES AND ENVIRONMENT KNOWLEDGE, SKILLS, AND ABILITIES - Knowledge of state laws, municipal codes, and court procedures.
- Ability to analyze situations and determine appropriate enforcement actions.
- Strong communication skills for interacting with the public and other agencies.
- Proficiency in using law enforcement equipment and vehicles.
- Ability to maintain composure and professionalism in high-stress situations.
PHYSICAL DEMANDS This position requires the ability to occasionally lift up to 100 pounds. Frequent activities include standing, walking, and handling equipment. Occasional activities may include sitting, carrying, pushing or pulling, reaching, fine dexterity, bending, twisting, climbing, balancing, and using foot controls. Running may be required during emergencies. The role requires consistent use of vision, hearing, and verbal communication.
WORK ENVIRONMENT Work is performed in a variety of outdoor and indoor settings, including city parks, public facilities, and, on occasion, courtrooms. The position involves exposure to extreme weather, infectious diseases, and potentially hostile or combative individuals. Duties may require working near swift water, uneven terrain, and other natural hazards. This is a
safety - sensitive position.
