    Dispatcher

    The base annual wage is generated from a base hourly rate of $23.17 per hour under the standard rotating 12 hour shift schedule. Overtime is paid at 1.5 times the hourly rate for all hours worked in excess of 40 hours in a 7 day pay cycle. Additional overtime opportunities forshift coverage may be available per departmental policy. These opportunities would provide pay in excess of the estimated base annual wage.

    The purpose of the class is to receive in-coming emergency and non-emergency calls; to dispatch calls for law enforcement, fire, Emergency Medical Services (EMS) and other personnel and services in an accurate, timely and professional manner; to provide training and leadership of dispatchers; to maintain accurate and complete dispatch records; and to perform related work as required. The class works within a general outline of work to be performed and develops work methods and sequences under general supervision.

    Essential job functions include:

    • Performing dispatch duties for the Consolidated Dispatch Center, including receiving and dispatching emergency and non-emergency calls for law enforcement, fire, EMS, rescue and hazmat response; receiving and dispatching emergency and non-emergency calls for various government agencies, utility companies and other service agencies; monitoring radio communications; monitoring alarm panels; providing directions and other information to officers in the field; calling wrecker companies, etc.
    • Providing routine assistance and information to callers, such as taking messages, providing directions, routing calls, etc.; initiating calls at the request of officers.
    • Supervising assigned staff. Supervisory duties include scheduling; instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; allocating personnel; acting on employee problems; recommending employee discipline; and recommending discharge as appropriate.
    • Reviewing the work of assigned staff for completeness and accuracy; evaluating and making recommendations as appropriate; and offering advice and assistance as needed.
    • Providing copies of tapes as requested and appropriate; notifying supervisor of major incidents.
    • Preparing and maintaining dispatch and other department records and documentation.
    • Validating and correcting National Crime Information Center (NCIC) entries; entering and retrieving law enforcement information; updating and canceling information including missing persons/wanted persons/stolen or lost property/protection orders; and coordinating NCIC information exchange with South Carolina Law Enforcement Division SLED.
    • Troubleshooting and maintaining computer software and hardware along with County and Department Information Technology (IT) personnel; coordinating with Emergency Management Department (EMD) personnel for communication equipment problems as necessary.
    • Preparing and submitting various reports required by the department, County and regulatory agencies.
    • Providing training and leadership of dispatchers as assigned; assisting in preparing and maintaining on-call schedules; and ensuring assigned staff maintain certifications.
    • Attending training sessions, workshops, meetings, etc., to maintain or enhance job knowledge and skills.
    • Receiving, reviewing, and responding to inquiries, complaints and requests for assistance in areas of responsibility.
    • May field after hours calls for closed offices such as DSS, Detectives, Dorchester County Water, Court and other County agencies.
    • Remaining on call 24 hours per day, seven days per week, for emergency response as assigned.
    • Performing general clerical work as required, including preparing reports and correspondence, entering and retrieving computer data, copying and filing documents, sending and receiving faxes.
    • Performing other related job duties as assigned.

    Education and experience: Requires high school diploma or GED equivalent. Requires at least three (3) year of related work experience including 9-11 supervisory experience.

    Special qualifications: Must possess Emergency-911, Emergency Medical Dispatch (EMD), Cardiopulmonary Resuscitation (CPR). APCO or NENA Training Officer (CTO) preferred; Must be completed within 6 months of hire. APCO or NENA 9-1-1 Center Supervisor Certification preferred; Must be completed within one (1) year of hire. Completion of ICS 100, 200, 700, and 800 and National Crime Information Center (NCIC) certifications. Minimum typing speed of 30-35 words per minute required.
