    THIS POSITION IS CONTINGENT UPON CONTRACT AWARD DESCRIPTION OF POSITION / DUTIES: All Points is seeking a Program Analyst II to support a prospective DARPA customer in Arlington, VA. This role provides programmatic support across Research and Development (R&D) programs, with a focus on program analysis, stakeholder coordination, and technology transition activities within a classified government environment. This position is contingent upon award. This is a Federal Contract, and U.S. Citizenship and an active Top Secret clearance are required. Applicants who do not meet these requirements will not be considered. The selected candidate will support government Program Managers by tracking program activities, developing documentation, and coordinating across stakeholders to support successful execution and transition of R&D initiatives. This role requires strong written communication, analytical skills, and the ability to operate effectively in a fast-paced, mission-focused environment. RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO: * Provide program analysis and support to government Program Managers across active and planned R&D programs * Track program milestones, schedules, and deliverables to ensure alignment with execution timelines * Draft and refine program documentation including Program Approval Documents (PADs), Program Completion Reports, Security Classification Guides, and R&D Descriptive Summary narratives * Support coordination and communication with internal and external stakeholders and transition partners * Develop and manage Memorandums of Agreement (MOAs), Memorandums of Understanding (MOUs), and other transition-related documentation * Analyze and report on R&D transition opportunities, pathways, and program outcomes * Support development of strategies to engage stakeholders and increase awareness of program activities * Build and maintain relationships across stakeholders to support collaboration and transition planning * Develop communication materials to support R&D transition and commercialization efforts EDUCATION: * Bachelor's degree from an accredited college or university is required EXPERIENCE: * Minimum four (4) years of relevant experience in program analysis, R&D program support, or a closely related field SKILLS / QUALIFICATIONS: * Experience supporting R&D programs or working within a federal government environment * Experience tracking program milestones, schedules, and deliverables * Experience drafting program documentation such as reports, briefings, or formal program materials * Experience supporting stakeholder coordination and communication across organizations * Experience with transition planning activities, stakeholder engagement, or MOA/MOU development * Strong analytical skills and ability to support program decision-making * Strong written and verbal communication skills with ability to produce clear, polished deliverables under deadlines * Strong organizational skills and attention to detail Desired Qualifications: * Experience supporting DARPA, DISA, or similar defense R&D organizations * Experience supporting executive-level briefings, program reviews, or Congressional inquiries * Experience supporting technology transition or commercialization activities SALARY INFORMATION: * Base salary range is approximately $113,000 - $123,000 annually depending on experience, qualifications, and contract finalization. Final compensation is subject to contract award, funding, and alignment to contract requirements.
