    APPLICANTS MUST BE PERMANENT IN THE ADMINISTRATIVE STAFF ANALYST CIVIL SERVICE TITLE OR BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE

    The Department of Homeless Services (DHS) is one ofthe largest organizations of its kind committed to preventing and addressing homelessness in New York City. Collaborating with other public agencies and not-for-profit partners, DHS works to prevent homelessness before it occurs, reduce street homelessness and assist New Yorkers to transition fromshelter into appropriate permanent housing. DHS is responsible for management of over 200 facilities, which mainly are individual, and family shelters used as overnight residences for over 38,000 adults and children. DHS's portfolio covers approximately 4M square feet.

    The selected candidate will be responsible for establishing, managing and monitoring standards, processes, communications, training and systems to ensure all responsibilities associated with health and safety within the workplace.

    DHS is recruiting for one (1) Administrative Staff Analyst-NM-II to function as a DHS Health and Safety Officer who will;

    -Ensure a safe workplace environment without risk to health, ensure PESH/OSHA and all Health and Safety policies, procedures rules and regulations are adhered to and regularly reviewed, updated and communicated.

    -Supervise Health and Safety staff; monitor compliance and corrective actions for all health and safety regulations.

    -Revise agency policies, processes, training and reporting to adhere with current health and safety regulations.

    -Manage development and implementation of health and safety protocols, including workplace violence prevention and the completion and review of risk assessments for all work equipment and operations.
    -Report all accidents; ensure incidents and injuries are reported, documented, investigated and recommended improvements implemented.

    -Ensure safety inspections are performed, fire drills and fire alarms are correctly reported, safety inspections, risk assessments and lone working procedures are managed, and employees are aware of their responsibilities.

    -Coordinate the development of health and safety policies, systems of work and procedures, ensure full and accurate health and safety training records are maintained.

    -Establish a full program of documented health and safety inspections, audit and a structured program of health and safety and training throughout the agency.

    -Recommend new research or changes in established Health and Safety programs to meet the requirements of City, State and Federal Health and Safety Standards.

    -Liaise with external health and safety consultants and advisers in the provision of proper training programs and health and safety services within the workplace.

    -Keep up to date with all aspects of relevant health, safety and welfare at work legislations and communicate relevant changes to the agency.

    -Meet with Union, Labor Relations, Employee Benefits and other internal and external entities to establish and maintain cooperative relationships for the purpose of exchanging information, responding to issues and creating new programs that address Health and Safety matters.

    -Work to help DHS avoid grievances surrounding Health and Safety issues.

    -Respond to health and safety employee emergencies by providing guidance and relevant materials on regulations.

    Work Location: 33 Beaver St, New York, NY 10004

    Hours/Schedule: Monday - Friday 8am - 4pm

    ADMINISTRATIVE STAFF ANALYST ( - 1002D

    Qualifications

    1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

    2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
