The EODS Program areas include investigation and tracking of complaints of discrimination, harassment and retaliation based on a protected activity; consult alongside with BPD's Human Resources ("HR") for religious accommodations and reasonable accommodation requests made according to Baltimore City's anti-discrimination city laws, Maryland's anti-discrimination state laws and the Americans with Disabilities Act (ADA); diversity initiatives; training for new employee orientation and in-service training on fundamentals of EEO; new supervisor training; and department wide sexual harassment training, any other duties that may be assigned by the commanders of PIB.Organizational Relationships:Supervised by: Major of the Public Integrity BureauInteracts with: All members of the BPD, external stakeholders, and partners.Individuals supervised: EODS Supervisors, EODS Detectives, and EODS InvestigatorsEssential Functions:This position will supervise and serve as the first-line supervisor and reviewer of all investigated complaints of discrimination, workplace harassment, and retaliation based on protected activity, coordinate investigations, and develop and administer training on various workplace EEO program areas. This position will also assist in the preparation of investigative documents for external government agencies such as Baltimore's City Office of Equity and Civil Rights Community Relations Commission (CRC), Maryland Commission on Civil Rights (MCCR), and U.S. Equal Employment Opportunity Commission (EEOC), recommending corrective action; reviewing and providing HR guidance on the law on request for ADA reasonable and religious accommodations; and assisting in providing technical assistance to various supervisors (first-line supervisors and first-line administrators) regarding all EEO Program and affirmative action areas.Minimum Qualifications:Education: Have a bachelor's degree from an accredited college or university.ANDExperience: Have five years of experience in administrative or professional work. One year of this experience must have involved one or more of the following: supervising other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for developing policies or procedures.Selective Qualifications: Two and one-half (2.5) years of experience implementing an equal opportunity program in employment or equal access and ensuring adherence to fair practice standards, and two (2) of the years must be in Title VII of the Civil Rights Act of 1964 and associated equal opportunity/equal access program management.A Selective Qualification is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability).
