Position Overview

The position of Chief of Operations is specialized for high availability mission critical environments, prioritizing electrical switching, 24/7 shift leadership, training of Operations staff, and general contractor oversight. The position is responsible for the reliability of the facility's critical power and cooling infrastructure, ensuring its readiness to support mission needs. A core requirement of this role is the oversight of electrical/mechanical switching operations and the management of a shift-based workforce capable of executing complex maneuvers under pressure without impacting the live load. Viable candidates are expected to have experience ranging from mission critical facilities, personnel management, 24/7 rotating shift schedules, facility maintenance, and operating SCADA systems, ESH principles, incident response, contractor management, and operational data evaluation. Experience should include exposure to large-scale commercial electrical and mechanical systems, including 12.4kV switchgear, generators, UPS systems, chillers, boilers, and pumping systems.

Principal Job Duties

• Provide first line supervision over mechanical, electrical, and plumbing utility infrastructure O&M activities, directly responsible for the Operations Division.
• Provide leadership, training, and oversight of the Operations staff and point of service supervision for in-house and subcontracted maintenance activities.
• Review operator logs and address operation deficiencies and alarms through the building operators. This will include tasks such as seasonal system setpoint changes, change management documentation, air permit tracking information on generator runs, on-site fuel levels, identifying proactive repairs from operator rounds, etc.
• Act as a SME for the Supervisor Control & Data Acquisition (SCADA) systems for the facility. Monitor real-time telemetry, manage alarm thresholds, and use data trends to predict equipment issues.
• Assign maintenance tasks and track progress to completion while managing the maintenance of all mission-critical assets supporting the facility.
• Directly utilize the CMMS system for creation, updates, and closure of repair & maintenance work orders.
• Utilize the technical library for building Operations, including identifying areas for the Chief Engineer where documentation needs to be expanded.
• Develop a training program for Building Operators, ensuring shift workers are trained to perform electrical switching procedures, including proper use of Lockout/Tagout, and PPE. This includes site-specific procedures, corporate/OSHA policies, etc.
• Oversee new Operator training on building systems, and continual readiness checks with existing Operators. This might include shifting a weekly schedule to perform some building operations during a nightshift to refresh Operator knowledge of system operations.
• Responsible for ensuring passage of new/updated system operations are effectively passed during Operations shift turnover; including performing QC checks at shift change.

Principal Job Duties Continued

• Serve as a primary POC for all critical switching events, overseeing adherence to building SOPs, customer notifications, addressing after-hours issues encountered by Operations, and ensuring daily adherence to safety regulations.
• Responsible for capturing necessary process updates to SOPs during execution and providing for Configuration Manager/Chief Engineer to be reviewed and incorporated into site SOPs. This also includes development of new SOPs where needed for the Operations division.
• Assist Facility Manager and Chief Engineer with customer notification and coordination, including briefing building events, schedule, and daily activities.
• Maintain 24/7 coverage for daily Operations by ensuring that all operating shifts are filled with detailed shift management and personally fill watch vacancies if required in emergency situations. This could include an adjusted daily schedule to allow for overlap with all shift teams, QC check (or regular attendance) of shift turnovers, and maintaining a clear shift coverage schedule.
• Serve as the Incident Commander for facility emergencies, including developing/conducting regular exercise to train and drill operators on both standard and emergency operating procedures as well as fault isolation.
• Assist Chief Engineer and Configuration Manager in scheduling subcontracted labor and building data reporting. This would include generator run data, trends in Operator rounds, calendar/schedules for coverage & day-to-day operations, and other metrics.
• Chief Operations shall have experience in operations and/or maintenance of major mechanical and electrical utility systems at a large facility or central cooling/heat plant/power generation & supervisory experience in rotating shift operations and/or maintenance.
• Other duties as assigned.

Basic Job Requirements

Accredited four (4) year degree or global equivalent in applicable field of study and six (6) years of work-related experience or a combination of education and directly related experience equal to ten (10) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements

Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors

Job related technical knowledge necessary to complete the job

• Experience working in commercial/industrial environments:
  • Minimum five (5) years in mission-critical operations or a similar critical environment (e.g. US Navy Nuclear Power, utility, or semiconductor industry, etc.) responsible for operations and/or maintenance of major mechanical & electrical systems.
  • Minimum three (3) years supervisory experience in rotating shift operations.
  • Hands-on knowledge of equipment distribution equipment (120V to 480V & 12.4kV); this should include proper training & use of PPE equipment for the systems being worked on (i.e. able to determine appropriate flame- and/or arc-resistant protection) and mechanical systems (chilled water, pumps, boilers, etc.).
  • Experience operating SCADA (e.g., Ignition, Wonderware) and BMS/DCIM platforms. As well as a working knowledge of the Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).
  • Proven ability to teach complex electrical sequences and "finger-pointing" verification techniques to junior operators.
  • Job related technical knowledge necessary to work around commercial power & cooling systems; this should include knowledge of electrical systems such as panelboards, switchboards, generators, UPS systems, DC voltage systems, fire alarm systems, etc.; mechanical systems such as commercial closed-loop chilled water systems, pumps, boilers, air-handling units, fan coil units, etc.
• Adept at understanding equipment schematics, MEP drawings, construction submittals, etc.
• Ability to communicate effectively with audiences that include but are not limited to customer, management, coworkers, clients, vendors, contractors, and visitors
• Must be able to perform standard maintenance/inspection tasks
• Tasks will include physical labor; examples include working on ladders, ability to carry minimum 50lbs, retrieving stock items from warehouse via inventory database, use of PPE equipment for switching procedures, ability to obtain forklift/manlift operator's license, etc.
• Working conditions include various levels of environmental conditions including but not limited to generally favorable indoor office workspace, moving mechanical parts and vibration; high, precarious places, fumes or airborne particles and extreme temperatures and high noise levels.

Preferred Qualifications

• Licenses (i.e. Journeyman/Master Electrician, HVAC license(s), Stationary Engineer's license, etc.) that are applicable for the facility environment
• Ten (10+) plus years in mission-critical operations or a similar critical environment (e.g. US Navy Nuclear Power, utility, or semiconductor industry, etc.).
• Five (5+) plus years supervisory experience in rotating shift operations.
