    Overview

    The Counterintelligence (CI) Specialist (Analysis & Production) provides advanced analytic support to USINDOPACOM's Counterintelligencemission by identifying, assessing, and countering foreign intelligence entity (FIE) threats targeting U.S. personnel, operations, technologies, and equities. The specialist conducts comprehensive all-source CI analysis, produces actionable intelligence assessments, and contributes to the developmentof CI strategies that strengthen the theater's defensive and offensive CI posture. This role directly supports the Command Counterintelligence Coordinating Authority (CCICA) and integrates CI insights into operational planning, targeting, and decision-making

    Responsibilities

    • Identify, monitor, and assess FIE collection efforts targeting U.S. personnel, interests, emerging technologies, and operations within the Indo-Pacific region.
    • Conduct all-source research and produce CI analytic assessments that improve DoD understanding of FIE personalities, motivations, activities, networks, and tradecraft.
    • Provide CI targeting support by identifying FIE organizations, leadership, officers, agents, support networks, communication methods, and operational methodologies.
    • Develop CI Collection Requirements, Collection Emphasis Messages, and refine collection posture based on identified FIE activity and intelligence gaps.
    • Integrate CI analysis into products supporting CI inquiries, Offensive CI Operations, CI investigations, CI Collection, functional services, and theater CI strategies.
    • Evaluate CI reporting, identify intelligence gaps, and drive additional collection to meet USINDOPACOM priorities.
    • Produce a wide range of CI intelligence assessments (short-, medium-, and long-form), coordinating findings with theater CI elements, IC partners, and approved Allies.
    • Support the development and maintenance of analytic network diagrams, link analysis, databases, and other structured analytic tools.
    • Participate in intelligence exchanges with Service Components, Sub-Unified Commands, the U.S. Intelligence Community, and foreign partners as appropriate.
    • Produce focused CI analytic products that fuse insights from Offensive CI operations, investigations, and CI/HUMINT collection activities.
    • Brief senior leaders on FIE threats, trends, capabilities, and operational risks.
    • Support the CCICA by providing situational awareness on FIE threats and contributing to the synchronization of theater CI activities.
    Qualifications
    • Strong understanding of CI fundamentals, FIE tactics, techniques, and procedures, and U.S./foreign partner CI capabilities.
    • Ability to research classified and open-source systems to aggregate relevant data and produce actionable intelligence products.
    • Experience conducting CI targeting and analytical support to identify FIE nodes, networks, and operational indicators.
    • Ability to translate CI analysis into operational recommendations and collection requirements.
    • Proficiency in CI analytic tools such as Palantir, RMT, CRATE, Pulse, and Proton.
    • Excellent writing skills with the ability to produce clear, concise, and impactful CI assessments.
    • Ability to brief senior leaders and participate in high-level analytic and operational exchanges.
    • Familiarity with CI support to Offensive CI Operations, CI planning, and HUMINT/Exploitation integration is highly beneficial.

    Minimum Requirements

    • Graduate of an in-residence Fundamentals of Intelligence Analysis course (or Military Service equivalent).
    • Experience performing CI analysis in support of DoD or Intelligence Community mandates.
    • Ability to obtain and maintain access to a Special Access Program (SAP).
    • Demonstrated ability to work independently and as part of collaborative teams in fast-paced operational environments.

    Highly Desired Qualifications

    • Certified Defense All-Source Analyst (CDASA) or Intelligence Community Advanced Analyst Program (ICAAP) certification.
    • Experience supporting USINDOPACOM or other Combatant Command CI missions.
    • Experience producing CI analytical products integrated with Offensive CI Operations, CI investigations, CI targeting, and theater CI strategy development.
