DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS
The purpose of the Solid Waste Management (SWM) Department is to provide solid waste services to the citizens of Houston through collecting, disposing, and recycling discarded material in a manner that is safe, efficient, environmentally sound, and cost-effective.
The Code Enforcement Officer II position serves as a Field Training Officer (FTO) and performs inspection and enforcement activities related to Solid Waste Management, including field investigations, payment collection, illegal dumping monitoring, and code compliance inspections.
Key responsibilities include:
Enforcing and ensuring compliance with Chapter 39 of the Solid Waste Code of Ordinance.
Conducting inspections and investigations of commercial and residential properties to identify violations involving dumpsters, illegal dumping, and other solid waste-related issues.
Researching and evaluating dumpster plans, placement specifications, property information, and code requirements; documenting findings and recommending corrective actions.
Responding to emergency investigations and coordinating abatement activities as necessary.
Serving violation citations, preparing inspection and citation reports, and maintaining documentation required for enforcement actions and court proceedings.
Testifying in court or administrative hearings regarding code violations and enforcement actions when required.
Responding to customer service requests through the Crash Records Information System (CRIS) and conducting site visits to investigate complaints and concerns.
Maintaining accurate and organized records, files, and reports documenting inspections, investigations, findings, and resolutions.
Building and maintaining effective partnerships with residents, businesses, contractors, civic groups, technical professionals, governmental officials, and City departments.
Responding to inquiries and resolving complex customer concerns through phone, written correspondence, and in-person communication.
Serving as a liaison with Mayor and Council Offices, City departments, governmental agencies, and community stakeholders as needed.
Conducting research using resources such as the Harris County Appraisal District to support investigations and enforcement activities.
Performing special projects and other related duties as assigned.
WORKING CONDITIONS
The position routinely requires lifting of moderately heavy items, such as typewriters or records boxes (up to 40 pounds) and/or very long periods of walking on rough surfaces on a routine basis. There are routine discomforts from exposure to moderate heat, cold, moisture/wetness and unpleasant air conditions. The position may involve routine exposure to soiled materials and light chemical substances such as cleaning solutions. Requires the ability to make simple gross motor responses within large tolerances.
MINIMUM REQUIREMENTS
EDUCATION REQUIREMENTS
Requires a high school diploma or a GED.
EXPERIENCE REQUIREMENTS
Two years of experience related to code enforcement inspection are required.
LICENSE REQUIREMENTS
Requires a code enforcement license issued by the Texas Department of State Health Services.
Requires a valid Texas driver's license and compliance with the City of Houston's policy on driving.
PREFERENCES
Preference will be given to qualified applicants with advanced knowledge of the Chapter 39 Solid Waste Code of Ordinance is preferred. Intermediate level of understanding of the MS Office Suite is a plus. Program/Project coordination preferred. Advanced knowledge of the Crash Records Information System (CRIS) is preferred. Solid Waste experience is a plus.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6
