    Code Enforcement Specialist

    Job Description

    The purpose of this classification is to assist the public and Code Enforcement field staff with issues pertaining to Code Compliance such as the nature of a violation, taking complaints, completing public records requests, and tracking code cases.

    The following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. The omission of specific statements of the duties or functions does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

    Responds to complaints and assists customers; provides information, explains procedures, researches problems and initiates problem resolution. Communicates with Police dispatch daily on initial call in complaints. Provides property owners, property managers, investors, financial institutions, attorneys and property preservation representatives with information on how to obtain compliance on code compliance cases. Generates daily reports related to complaints and inspection scheduling and monthly Special Magistrate Hearing results. Maintains and accounts for all case records processed for Notices of Violation and Code Enforcement cases presented before the Special Magistrate. Reviews legal documentation presented by Code Enforcement Field Staff ensuring proper paperwork is complete and accurate service to property owner (i.e. ownership deed, tax collector records, foreclosure documents Lis Pendens, Certificates of Title.) prior to the issuance of a code violation case. Retrieves property records from the City's vendor, Federal Property Registration Corporation to ensure proper service to lending institutions of the Department's violation notices. Responsible for accuracy of case files presented monthly to the Special Magistrate following Florida State Statute Chapter 162. Cases involve several types of legal documents. Responsible to insure that proper service for Notices of Hearing is obtained by certified mail, and/or the preparation of an affidavit of service which is required to post the subject property and at City Hall. Completes public records requests and maintains a current log for public record requests received through the Code Enforcement Department. Submits reports to the City Clerk's office when requests are received through the City Clerk's office. Creates and updates Code Enforcement documents in the specialized computer system. Helps with preparation of Special Magistrate Orders and lien documents. Attends monthly Special Magistrate Hearings when needed. Maintains accurate data for code citations and correction warnings given to residents/businesses. Prepares report for City vendors to execute vehicle towing requests and lot moving cases. Responsible to participate in the implementation of the lot mowing and board up program and associated files (assigning jobs, processing payment to vendors, case data entry and recording lien information) and up-date monthly reports. Responsible for records management for the Division involving the maintenance of the records retention schedule per Florida State Statutes. Creates case violations regarding Fire Code and prepares documents for hearings before the Special Magistrate. Operates a computer to enter, retrieve, review or modify data; maintain computerized files; utilizes word processing, database or other software programs. Composes and prepares correspondence and reports. Provides coverage or assistance to other staff members as needed. Performs other related duties as required.

    Minimum Qualifications
    • High school diploma or valid equivalent; and
    • Must possess two (2) years of previous work experience in customer relations or customer service; and
    • Must be proficient in computer skills including the Microsoft Office Suite (Word, Excel, Outlook).
    • Must possess minimum of two (2) years of work experience in office administrative work.

    • Ability to interpret and explain Federal, State, and local laws, codes, rules, regulations, specifications, standards, policies and procedures related to Code Compliance.
    • Ability to interact with the public effectively and tactfully, co-workers, other department staff, and with outside agencies.
    • Ability to effectively communicate both orally and in writing.
    • Ability to understand and follow oral and written instructions and to complete assigned tasks with minimal direction.
    • Ability to maintain accounting records and mathematical calculate fees.
    • Ability to calculate fees.
    • Ability to troubleshoot, research and resolve complaints and issues.
    • Ability to operate a computer and to utilize software required to complete assignments.
    • Ability to establish and maintain effective and harmonious working relationships with supervisors, co-workers, other City staff, elected officials, and the general public. Ability to perform accurate data entry tasks.
