Higher Control (HICON) SME

Delta Solutions & Strategies is looking for a Higher Control (HICON) SME at Offutt Air Force Base. This position supports United States Strategic Command (USSTRATCOM) Joint Exercises, Training, and Assessment Directorate (J7) in the planning, coordination, execution, and assessment of strategic-level joint exercises and training events supporting strategic deterrence and global operations missions.This position will provide operational planning and Higher Control (HICON) expertise supporting the development of realistic strategic and operational-level exercise environments. This role supports the creation, coordination, and execution of operational scenarios, strategic-level exercise products, and simulated higher headquarters activities designed to achieve exercise and training objectives.What you'll be doing:Support planning, coordination, execution, and assessment of joint and strategic-level exercises and training events.Provide subject matter expertise on Higher Control (HICON) operations, operational planning, and strategic-level exercise integration.Assist in development, writing, publishing, and execution of operational exercise products including warning orders (WARNORDs), planning orders (PLANORDs), deployment orders (DEPORDs), execution orders (EXORDs), policy memorandums, reports, meeting minutes, speech transcripts, and press releases.Support creation of realistic operational environments and strategic-level exercise scenarios aligned with training objectives.Coordinate with exercise planners, operational staffs, intelligence teams, and mission partners to support operational realism and exercise synchronization.Assist with operational planning, mission execution coordination, and exercise control activities.Support development of operational timelines, exercise injects, and scenario management activities.Participate in planning conferences, rehearsals, after-action reviews, and lessons learned activities.Support operational integration between senior-level decision making and exercise execution activities.What you'll need:Minimum of 7 years of experience working with U.S. Government, Joint Staff, or higher headquarters operational processes and functions.Experience writing, developing, and publishing operational-level exercise and planning products including WARNORDs, PLANORDs, DEPORDs, and EXORDs.Prior experience working within or coordinating with executive agencies, Joint Staff organizations, or higher headquarters operational environments required.Demonstrated knowledge of operational planning processes, mission planning, and strategic-level exercise execution.Experience supporting operational planning teams, intelligence activities, battle staffs, or exercise control functions.Experience supporting Combatant Command, Joint Staff, MAJCOM, or strategic-level operational environments preferred.Strong communication, coordination, and operational writing skills.Active TS/SCI clearance required.Delta Solutions & Strategies offers a generous benefits package to include medical, dental, vision, life insurance, 401(k), DTO, paid holidays, military and jury duty paid leaves.We are an Equal Opportunity Employer.
