This classification is used in various City departments . Under direction, assists in the administration of major departmental programs by assuming responsibility for a variety of difficult professional administrative assignments in such areas as program planning, development and evaluation, grant administration, development of legislative programs and other areas equivalent in scope, and importance and related to major departmental activities. Supervises and participates in the ongoing administration and operation of comprehensive city programs. Takes the lead in developing procedures resulting in more effective departmental operations. Works with department heads and municipal officials in the evaluation and analysis of complex administrative programs. Supervises and participates in a variety of advanced research projects and special studies of departmental and City programs and procedures. Assists in the preparation and administration of departmental and program budgets.
Current vacancy is in the Hartford Police Department. The primary function of this position for the Hartford Police Department is to provide daily fiscal management of Grant Funded programs and initiatives. Ensures that all terms of the award agreements for funding are properly utilized, managed, and monitored. The ability to perform audits to prevent and/or resolve deficiencies, adhere to strict state and federal guidelines, and mandated reporting deadlines to ensure compliance and continuous funding of awards. The ability to handle related transactions for goods and services in a timely manner.

This is a HMEA union position. The hours of work are 40 per week and the above salary includes 5% in lieu of overtime.

- The socio-economic issues of urban cities with emphasis on the City of Hartford’s unique challenges and solutions.
Skill in:

Ability to:
- Plan, assign and supervise the work of subordinate professional personnel working on complex research projects and producing complex reports.
- Establish and maintain effective working relationships with municipal officials, department heads, employees and the general public.
- Make effective presentations in both oral and written formats.
Qualifications
Open to all applicants who meet the following qualifications:
Bachelor’s Degree from an accredited college with major coursework in Public Administration, Business Administration, Political Science, Economics, or a closely related field AND Three (3) years of responsible professional experience in public service or business organizations with special emphasis on Public Administration, Accounting, Financial or Investment Management.
A Master’s degree from an accredited college or university in business, public administration, or a related field may be substituted for one year of the experience requirement.
An equivalent combination of not less than seven full years of education andor work experience may be substituted for education and experience. A substitutable year of education will normally be interpreted as the achievement of not less than 30 course credits in courses above the high school level and related to the business administration curriculum or in the public administration field . A substitutable year of work experience will normally be interpreted as full-time responsible administrative work assessed on the basis of 2,080 work hours annually.
