Logistics Management Specialist
The Veterans Health Administration is seeking a Logistics Management Specialist for the VA Black Hills Health Care System in Fort Meade, SD. This position serves as a Supply Chain Management team member and supports senior leadership by developing supply chain management strategies, analyzing logistics performance, improving supply availability, and ensuring the right materials are available at the right time and place to support health care system operations.

Key Responsibilities:
- Develop supply chain metrics that identify business objectives and support approved supply chain strategies.
- Provide supply chain expertise to improve supply availability and support the health care system.
- Resolve or contribute to resolving high-priority logistics, supply, distribution, information, or service problems.
- Serve as an integrator and facilitator between Supply Chain Management Service and supported customers.
- Perform logistical assessments of strategic supply support in coordination with supported customers.
- Alert management to systemic logistics or supply chain problems.
- Troubleshoot and resolve issues where supply chain deficiencies affect the mission.
- Develop supply input for fiscal year and long-range plans and programs.
- Analyze materials, assumptions, and supply planning information for reasonableness, consistency, and validity.
- Analyze the effectiveness of logistics and vendor support services.
- Develop strategic analyses across supply chain activities and recommend improvements.
- Research private industry and Department of Veterans Affairs best practices to support supply chain requirements.
- Develop logistics and supply chain management training opportunities.
- Support customer supply chain systems, programs, support offerings, supplies, and services.
- Participate in development of education and training documentation.
- Communicate with customers and personnel about the role of logistics in operational readiness and sustainability.
- Perform other related duties as assigned.
Basic Qualifications:
- Must be a U.S. Citizen.
- Must complete all required steps in the application process, including the application, questionnaire, and online assessment.
- Selective Service registration is required for males born after December 31, 1959.
- Must be subject to a background/security investigation.
- Must complete the online onboarding process.
- Must provide acceptable identification for employment eligibility verification.
- Must participate in the seasonal influenza vaccination program as required for Department of Veterans Affairs health care personnel.
- Selected applicant must serve a one-year probationary period.
GS-11 Qualification Requirements:
- Applicants must have one full year of specialized experience equivalent to at least the GS-9 level in the Federal service.
- Specialized experience includes assisting specialists and/or managers in supply chain management activities.
- Specialized experience includes analyzing product delivery or supply chain processes to identify or recommend changes.
- Specialized experience includes performing or assisting with data analysis and statistical analysis to identify improvement opportunities.
- Experience should demonstrate specialized knowledge of logistics support activities such as acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations.
- Applicants may also qualify with a Ph.D. or equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree, or a related LL.M.
- Applicants may qualify through a combination of specialized experience and qualifying graduate education.
- Only education beyond two years of graduate education is creditable for combination qualification at this grade level.
