Traffic Analyst

Position Overview

Salary Range: $32.7591 - $43.8685/hour. Salary reflects Step 1 and Step 7 of a 7-step pay scale. Salary at hiring will be dependent on the applicant's education, experience, and training. This position has the potential to transition into an engineering role depending on qualifications and experience. Work Schedule: Monday through Friday, 8:00 a.m. to 5:00 p.m. Required Attachments for Application: Resume, Cover Letter. Job Summary: Under direction, to perform duties utilizing AutoCAD, GIS, and engineering computer systems; to perform a variety of skilled engineering traffic analysis duties in support of assigned Department; to provide assistance to professional level engineering staff by maintaining and ensuring access to current and valid data from several sources, as well as integrating technology into daily tasks; to assist with traffic related analysis, management and design. Manage traffic control permitting, traffic calming program, and website related to same.

Scope of Responsibility: Incumbents have a high degree of understanding of department or functional operations and are able to work with considerable initiative. Working under management guidance, incumbents utilize established precedent to make decisions that are non-routine in nature. Incumbents may solve problems through interpretation of data resulting in a work product that has limited impact on the organization. Incumbents have frequent interaction with staff, co-workers and key customers to provide detailed procedures and respond to technical questions.

Essential Duties and Responsibilities

GIS Related Activities

• Create maps for various engineering projects and programsfocused on traffic analysis.
• Extract data from the GIS system and coordinate data into usable formats for division.
• Coordinate with IT to ensure GIS data is relevant and accurate with respect to engineering projects.

Traffic Data

• Enter and archive data for departmental records.
• Maintain integrity of traffic records database and proprietary analysis software, including translation of street route numbering assigned by the State to an actual street name.
• Review traffic control plans and permitting, traffic control signing, coordinate street closures, and manage traffic closure maps.
• Assist in management of traffic signal hardware with use of proprietary signal management software, including correlation of proprietary database with City's GIS system.
• Maintain division website for traffic engineering.
• Assists staff with special projects requiring information to be pulled from databases.
• Automate commands for data retrieval for recurring projects.

Traffic Research and Analysis Vehicular and Multimodal

• Conduct and participate in field traffic studies including manual traffic counts, turning movement counts, speed studies, pedestrian gap studies, intersection delay studies, trail and bike lane usage counts, classification studies, and origin-destination studies.
• Perform general transportation observations and evaluation of traffic control devices.
• Deploy, relocate, retrieve, and maintain automated traffic data equipment for vehicular, bicycle, and pedestrian volume counts.
• Assist with speed limit studies and speed analysis based on data.
• Assist with signal, stop and yield warrant analyses; intersection sight distance analyses; prepare stopping sight distance calculations.
• Assist with traffic signal timing calculations for individual signals and signal systems; collect and analyze travel time data to evaluate corridor timing plans.
• Collect and analyze data for special parking studies, including bicycle parking.
• Collect and analyze data regarding neighborhood traffic control.
• Perform investigations related to all types of traffic calming and traffic control issues.
• Implement strategies to reduce accidents and improve traffic control.
• Maintain accident report files; compile accident rates, severity ratios, and other statistics; prepare accident diagrams.
• Prepare recommendations to City staff, school district personnel, and the public regarding a variety of traffic and pedestrian-related issues.
• Respond to requests for traffic data and information from the general public, outside agencies, developers, contractors and others as required.
• Research records, maps and other information to obtain data pertaining to assigned projects.
• Prepare reports and studies following accepted practices and standards.
• Coordinate installation of requested or required traffic signing.
• Update and maintain the City's transportation model with appropriate land use and traffic data.
• Provide model output from various traffic and development scenarios as deemed necessary.
• Assist with traffic operations, safety and capacity analysis, crash data and potential improvements, reviewing traffic impact studies and development.
• Provide support to street and traffic division inventory and inspection.
• Provide support for maintenance of transportation management software system.
• Provide support for streetlighting analysis and project planning.

Public Interactions

• Respond to inquiries and complaints from the public, consultants, contractors, City staff, or other agencies and jurisdictions regarding traffic calming, signals, signage, striping, and related topics.

Performs other duties as assigned.

Qualifications and Skills

Required Qualifications & Skills:

• Associates degree and one (1) or more years of experience in transportation, civil engineering, engineering, public works, surveying or related field
• The job requires strong interpersonal skills and the ability to operate personal computers
• Experience collecting and analyzing data
• Ability to perform field inspections or site assessments
• Experience collaborating with engineering teams, planners, public agencies, and project managers
• Strong analytical and problem-solving skills with attention to data accuracy and quality control

Preferred Qualifications & Skills:

• Experience with city government and knowledge of department or function operations
• Experience with AutoCAD and ArcView GIS Systems

Physical Demands and Working Conditions

Work is a combination of indoors in a normal office environment and field visits. Intermittent physical effort involving lifting of 25 pounds or less is required. Work requires high attention to detail or deadlines between 15% and 45% of the time. Exposure to one disagreeable element present in moderate intensity between 25% and 45% of the time. It is necessary to drive on a daily basis.
