SUMMARY
This position is responsible for performing inspections of residential, commercial and accessory buildings and lots to ensure compliance with International Property Maintenance codes as well as zoning and setback requirements in accordance with all applicable laws and City of Pascagoula policies and procedures.

A high school graduate or its equivalent and two (2) years of trade school or college coursework in the building and construction trades and a minimum of three (3) years of experience in any of the construction trades; or any combination of education and experience that results in the required knowledge, skills, and abilities is required.

LANGUAGE AND REASONING SKILLS
Ability to understand written or oral instructions; read, analyze and interpret complex documents, instruction manuals, policies and procedures is essential. Excellent communication skills are required to effectively present information in a one-on-one and small group setting. Strong interpersonal skills are essential to maintain effective working relationships with others. The ability to work effectively and efficiently, under stressful conditions, to ensure deadlines are met is essential. Must have demonstrated, through prior work experience, the ability to identify complex issues/problems and resolve issues/problems while adhering to an appropriate policy and procedure.

- Patrol the city to detect code or ordinance violations; investigates complaints received, including:
- Structures that pose a threat to the health and safety of the public
- Weeded and overgrown lots
- Abandoned vehicles
- Junk and trash
- Other observable code or ordinance violations
- Inspect dwelling units to determine violations of the International Property Maintenance Code
- Determine code discrepancies and develop a plan to ensure corrective action is taken
- Provide assistance to the public regarding compliance issues and procedures
- Refer difficult problems relating to complex code violations to supervisory staff
- Write letters regarding compliance on specific issues; complete other written reports and records as necessary
- Send out violation notices and establish time limits for compliance
- Organize, prepare and maintain accurate logs, reports and records of inspection activities
- Conduct follow-up investigations as assigned to ensure corrective measures are taken for all non-compliance issues identified
- Issue summons or files complaints to ensure compliance with applicable codes
- Present cases in municipal court
- Prepare items for City Council agenda and appear before council to present case
- Provide detailed case information to support lien assessment packets as forwarded to City Attorney
- Compose routine communications including memos, letters, legal forms, notices and other material required for efficient job performance and code compliance
- Cross train to be knowledgeable and prepared to issue Certificates of Occupancy on existing structures as needed
- Cross train to be knowledgeable and prepared to authorize gas and water connections on houses and buildings as needed
- Any other duties assigned by the Supervisor and/or City Manager

- Strong working knowledge and experience with:
- ICC building codes
- Zoning codes
- Local regulations and ordinances
- Detecting structural faults
- Determining electrical, plumbing and mechanical discrepancies
- Observing and correcting violations and defects at various stages of construction
- Making suggestions and modifications which will bring structures into code conformance
- MS Office suite, including MS Excel
- MUNIS software experience desired
- Must have or obtain certification as an International Property Maintenance Code Inspector within first year of employment
- Must pass Legal Aspects of Code Enforcement training and exam within first year of employment
