The Air Force Civilian Service (AFCS) is looking for a Full-Time Supervisory Acquisition Program Management Specialist (GG-1101-14) to work for the Air Force Nuclear Weapons Center (AFNWC) on Kirtland AFB in Albuquerque, NM.

Qualifications:

In this position you will serve as a 2nd-level supervisory acquisition program management specialist supporting the activities of DoD funded acquisition efforts for the Air Delivered Capabilities Directorate.

U.S. Citizenship is required

Must be able to obtain and retain Top Secret security clearance with Sensitive Compartmented Information (SCI) access.

Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. A favorable suitability determination is required before appointment.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employees must pass initial and periodic short-notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Education Requirements: For further information regarding the 1101 series:

Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

This is a Critical Acquisition Position (CAP). Unless specifically waived by the appropriate component official, i.e., the Director of Acquisition Career Management for the component, the Service Acquisition Executive, or the Service Secretary, the following are statutorily mandated requirements.

(a) Selectee must execute a written agreement to remain in Federal service in this position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment.

(b) The selectee must meet, or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.

(c) This position also requires employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning Points every 24 months.

Knowledge, Skills and Abilities:

Knowledge of the policies, practices, regulations, and laws concerning acquisition management processes and initiatives.

Knowledge of safety and security regulations, practices, and procedures.

Knowledge of the missions, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process.

Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing.

Knowledge, skill and ability to positively lead, mentor, motivate, appraise, supervise and work with subordinate supervisors, diverse teams, and non-supervisory employees.

Ability to problem solve and communicate to a broad audience of varying levels of comprehension, both orally and in writing, clearly, concisely, and with technical accuracy.

Knowledge of acquisition and management of USAF nuclear weapons and special programs.
