OverviewThe Sr. Project Funds Administrator serves as the lead financial administrator for the Engineering Department's Capital Improvement Program, with a primary focus on high-visibility, public-facing signature CIP projects. This role provides advanced fiscal oversight, project funding coordination, budget tracking, and financial reporting to support successful project delivery and compliance. This position collaborates closely with project managers, engineers, departmental leadership, and external stakeholders to ensure accurate allocation, monitoring, and forecasting of project funds. Sr. Project Funds Administrator requires strong analytical skills, independent decision-making, and a strategic understanding of CIP funding cycles, grant requirements, and municipal financial processes.
Responsibilities
• Leads the creation, coordination, and maintenance of complex CIP project budgets, ensuring alignment with Engineering Department goals and City-wide financial policies
• Develops detailed multi0year financial plans for signature projects, analyzes funding needs, and prepares budget documentation for leadership review and external reporting
• Manages complex datasets and detailed financial analyses to support accurate budget forecasting
• Oversees the full cycle of project funds, including encumbrances, expenditures, commitments, amendments, and closeout activities
• Performs advanced variance analysis, identifies financial risks, and recommends corrective actions to maintain project financial health
• Ensures funding sources are accurately tracked and applied in compliance with applicable regulations
• Prepares comprehensive financial reports, dashboards, and presentations for departmental leadership, City executives, elected officials, and community stakeholders
• Translates complex financial data into clear, decision-supporting information
• Provides timely updates on signature project financial status, forecasts and funding constraints
• Ensures strict adherence to grant terms, bond covenants, state and federal regulations, and municipal financial requirements associated with CIP projects
• Coordinates with Finance, Legal, and external partners to maintain compliance documentation, audit readiness, and funding eligibility for major capital initiatives
• Serves as financial liaison for Engineering's signature CIP projects, working closely with project managers, engineering teams, and procurement staff to ensure seamless financial integration through project execution
• Identifies opportunities to streamline financial processes, enhance transparency, and improve the accuracy of funding workflows across the department
• Provides guidance, mentoring, and technical support to junior projects funds administrators, engineering staff, and other team members involved in CIP financial processes
• Develops and delivers training on budget practices, financial procedures, funding compliance, and reporting tools to ensure consistent and accurate project financial management across Department
• Promotes a culture of learning and continuous improvement by sharing best practices, coaching staff through complex funding scenarios, and helping build departmental capacity in CIP financial administration
Position Type and Typical Hours of Work
• Non-Exempt - Full-Time
• Flexibility to work evenings, weekends, and holidays is a schedule requirement
• In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services

Minimum Qualifications
• Bachelors Degree (BA/BAS)
• Four (4) Years of Experience
Certifications, Licenses or other requirements

• A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire
