Minimum Qualifications;
Required:
- Master's Degree Social Work, Psychology, or related field AND two (2) years experience working with acutely and severely mentally ill individuals, substance use disorder treatment, law enforcement, judicial system, OR any equivalent combination of education and experience.
- Must possess a valid Texas Driver’s License.
- Texas State Board license for practice
Position Description:
The Social Resource Coordinator (SRC) will provide behavioral health assessment and follow-up on calls for service to include resource linkage for high-acuity behavioral health issues, chronic homelessness, substance abuse, advocacy, referrals, and related social services in coordination with Police personnel encountering citizens/residents in City of Waco communities for the Waco Police Department. The SRC will assist the Social
Resource Program Supervisor as needed in reducing the number of calls for service, repeat Emergency Detention Orders, and interactions with Law Enforcement Officers. Funding for this position is currently authorized for a two-year term. Continuation of the position beyond that period will be evaluated based on available funding.
Essential Functions:
- Supports law enforcement by assessing community members and facilitates linkage to appropriate community-based resources addressing mental and behavioral health conditions, substance use disorders, homelessness, and related social determinants of health.
- Conducts intake screenings, crisis triage, and service access facilitation; interviews consumers and maintains ongoing management of assigned HOTTAT caseload.
- Accompanies department detectives during investigative contacts to provide clinical consultation regarding mental status, decision-making capacity, and effective communication strategies when interacting with individuals experiencing serious behavioral health concerns.
- Determines and monitors consumer eligibility for services; develops and implements treatment and service plans while maintaining an appropriate caseload of high-acuity, justice-involved individuals.
- Performs comprehensive biopsychosocial assessments and delivers supportive services including crisis intervention, clinical consultation, care coordination, resource linkage, follow-up services, and interdisciplinary collaboration.
- Develops and maintains collaborative relationships with community providers and stakeholders, serving as a liaison to coordinate services between the Waco Police Department, community agencies, and other helping professionals.
- Prepares and maintains accurate, timely, and compliant documentation, reports, and correspondence in accordance with departmental policies, professional standards, and regulatory requirements.
- Promotes a professional and supportive work environment through active participation in training, mentoring, and professional development activities to strengthen leadership, management, clinical, and safety-related competencies.
- Assists supervisory staff and administration with program development, research, and the expansion and implementation of social service initiatives within the Waco Police Department and in partnership with community organizations.
- Performs all duties utilizing trauma-informed, culturally responsive practices while maintaining strict adherence to applicable privacy laws, ethical standards, and confidentiality requirements.
- Operates a City or personal vehicle to conduct residential and community site visits, transporting documents and other work-related materials while ensuring their safe, timely, and secure delivery in accordance with City policies and procedures.

Governance and Organization
Waco is a home rule city with a council-manager form of government. The City Council sets the tax rate, approves the budget, appoints members to City boards and commissions, enacts City ordinances, and appoints the City Manager, City Attorney, City Secretary, and the Municipal Court Judge.
The City has a strong Financial Management Policy that guides the operation and delivery of quality City services, contributes to excellent AA+ and Aa1 bond ratings, and maintains an unassigned fund balance reserve in the General Fund equal to 28% of current year budgeted expenditures. The City of Waco has more than 1,600 employees and a total operating budget of over $400 million.
