Job SummarySupervises, coordinates and monitors the work of staff engaged in the City's treasury operations and cash handling activities. Researches and prepares special reports and projects and resolves complex customer service issues.
SUPERVISION RECEIVED:
Works under the general supervision of the Assistant City Treasurer and/or designee who outlines work assignments and periodically reviews work in progress and upon completion.
SUPERVISION EXERCISED:
Exercises administrative and technical supervision over technical and fiscal support staff, outlining work assignments, occasionally reviewing work in progress and periodically reviewing completed work.
Representative Duties
Supervises, trains, coordinates and reviews the work activities and daily operations of the City's treasury operations and cash receipting system.
Assists in making hiring, promotion, and disciplinary decisions. Evaluates staff's work and prepares performance evaluations.
Monitors credit card and banking services, including timely receipt of funds and compliance by City contractors with applicable municipal codes.
Supervises and oversees daily reconciliations and balancing of funds to receipts from cash receipting sites throughout the City.
Interprets and applies rules, regulations and policies related to parking citations, credit card acceptance and processing, banking services and cashiering services.
Assists in recommending, writing and implementing new policies and procedures. May serve as the day-to-day liaison for the City regarding payment processing services and banking services vendors. Prepares and maintains a variety of financial records, including journals, subsidiary and revenue reports, and analytical reports on receipts and expenditures.
Assists in the development of revenue reporting systems according to generally accepted accounting principles.
Conducts cash collection audits and auditing of entries to accounts.
Supervises preparation of the City Treasurer's daily cash summary report and provides the Assistant City Treasurer with information used in the monthly Cash/Investment Reports for the City Manager and City Council.
Provides Assistant City Treasurer with information used in the preparation of certain cash and investment related sections of the City's Comprehensive Annual Financial Report.
Works to resolve policy and/or procedural matters with other employees, divisions and departments.
Responds to difficult internal and external customer inquiries, addresses complex requests and complaints, and researches and resolves customer service issues.
Acts as the Treasury Administrator in his/her absence.
Performs other related duties, as assigned.

Minimum Qualifications:
Graduation from an accredited with an Associate's degree in Finance, Accounting, Public or Business Administration or a closely related field.
Four years of recent, paid progressively responsible work experience performing cash control functions including collection, reconciliation and deposit of revenues, including two years of leading and coordinating the work of others. One year of leading and coordinating the work of others and successful completion of the City of Santa Monica's Pre-Supervisory Academy may substitute for the one year of leading and coordinating experience.
Additional relevant work experience may be substituted for the required education on a year for year basis. Public sector experience is desirable.
License and Certificates: Possession of a valid class C driver license.

If three or more qualified City employees apply and pass the examination, a promotional list will be established in addition to an open-competitive list. If fewer than three qualified City employees pass the examination, the appointing authority, in accordance with the City's civil service rules and regulations, can decline to use a promotional list, in which case a promotional list will not be established for this position.
Note: Internal staff who submit transfer applications must notify the analyst in charge of the recruitment, via email, upon submission of their transfer application.

WORKING CONDITIONS:
Work is performed indoors in an office environment. This position also performs audits and inspections in the field. The incumbent may drive and/or walk to and from business locations and carry necessary materials such as a laptop computer, notebooks and a briefcase. Exposure to outdoor elements may be encountered. Physical demands also include frequent sitting, standing, reaching, bending and lifting. May be required to work evening, weekend and holiday hours, depending upon assignment.
