ABOUT THE POSITION
The Senior Department Analyst is a strategic member of the small, dynamic, and high-performing Department of Public Works Business Technology Services Team, leading digital transformation and continuous improvement initiatives that enhance service delivery across the Public Works branches. In partnership with department leadership, Information Services & Technology (IST), and the County's Digital Innovation and Transformation Office (DITO), this position identifies opportunities, streamlines business processes, and delivers technology-enabled solutions. The ideal candidate for the Senior Department Analyst of DPW Administration is a collaborative, people-first partner passionate about modernizing public services through technology, continuous improvement, and human-centered innovation. Grounded in strong emotional intelligence, design thinking, and adaptable program management, this partner will foster continuous learning, facilitate active stakeholder engagement, and cultivate a culture dedicated to enhancing the overall experience for everyone we serve.
KNOWLEDGE OF
- Principles and practices of business and public administration.
- Principles and practices of work planning, data collection and analysis, project management and research methodology.
- Basic supervisory principles and practices depending upon assignment.
- Applicable laws, rules, and regulations.
- Plan, organize, and conduct research and analytical studies.
- Plan and direct the work of others on a project or day-to-day basis.
- Interpret, apply and explain laws, regulations and policies governing program operations.
- Recognize and resolve problems of a sensitive and/or political nature; negotiate mutually satisfactory solutions and implement recommendations.
- Prepare clear, concise and accurate reports, correspondence, policies, procedures and other written materials.
- Establish and maintain effective working relationships with those contacted in the course of work, including other departments, community members and organizations, public and private agencies, and local, state and federal agencies.
- Effectively represent assigned programs, the department and County in meetings and presentations.
Equivalent to graduation from a four year college or university with a major in business or public administration, public policy, political science, social services, health care administration or a field related to the work, and three years of professional level experience performing administrative, legislative, operational and/or policy analysis; program or project design, planning and implementation; research; strategic planning; or closely related work.
Additional professional level experience performing administrative, analytical, fiscal, legislative, operational, policy, program administration or research work may be substituted for the required education on a year-for-year basis.

IRS 457 Plan : Choice of pre-tax or post-tax (Roth) employee contribution up to the IRS annual maximum.
Retiree Medical : The County provides access to group health plan coverage to eligible retirees.
