The Senior Program Manager concentrates on day-to-day program management, contract administration, and subrecipient relationships.

HIRING SALARY RANGE $85,508 - $111,987 (Estimated Annual Salary)

Duties and Responsibilities

ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate the importance of functions.)

Assists in managing HUD-related long-term community planning and annual reporting on outcomes and achievements, including the Consolidated Annual Performance and Evaluation Report (CAPER) and the Annual Action Plan (AAP).

Researches and applies for grants that align with County Council’s Strategic Plan and the department’s mission.

Maintains administrative, supervisory, and professional oversight in planning, implementing, coordinating, directing, and evaluating multiple large, complex Urban Entitlement Grant and departmental grant programs.

Manages all aspects of contract administration, including contract preparation for signing and execution, extensions, renewals, terminations, and monthly/quarterly/annual reporting.

Presents to Council as determined by the supervisor or upper management and develops, coordinates, and facilitates workshops and training sessions.

Develops, coordinates, and facilitates workshops and training sessions.

Maintains a thorough understanding of all funding sources for the Department, manages and justifies program expenditures, and ensures that expenditures are in accordance with regulatory allowability.

Conducts first-level review and recommendation of all program and grantee invoices and expenditures based on approved budget; makes recommendation to Finance Officer for review and payment.

Leads and directs Program Manager and Program Specialist through selection, orientation, training, performance management, and discipline according to standard operating procedures and County policy.

Establishes program requirements, eligibility criteria, and application guidelines for all assigned grant programs in alignment with federal regulations, HUD guidance, and County policy.

Assists in ensuring departmental compliance with all applicable federal regulations, including but not limited to 2 CFR 200, and oversees the administration of all departmental programs in accordance with established grant management principles and best practices.

Leads community outreach, marketing, and public education initiatives to promote awareness of grant programs and foster relationships with prospective subrecipients, nonprofits, and community partners.

Serves as the primary point of contact for assigned subrecipients throughout the grant cycle, providing responsive support, facilitating issue resolution, and maintaining productive working relationships.

Oversees the full grant application and award process, including preparation of solicitation materials, review of submitted applications for eligibility and completeness, and development of funding recommendations for Director approval.

Provides technical assistance and education to subrecipients regarding their programmatic responsibilities, reporting requirements, allowable expenditures, and applicable compliance standards.

Minimum Qualifications

A minimum of ten (10) years or more of progressively responsible experience in federal grant management, program development, or federally funded housing programs.Grant Management Certification or Master of Public Administration preferred.A minimum of Five (5) years of supervisory experience required. Must possess a valid SC Driver's license (or obtain within three (3) months of hire) and meet the County's motor vehicle policy requirements.
