Job Description
EXTRA HELP TITLE & ADMINISTRATIVE TECHNICIAN iApplications will be reviewed by Tulare County Human Resources & Development. As extra help positions become available, County departments with the job openings select the most qualified and appropriate applicant for the position available. The number of hours and duration of employment varies by each assignment. Extra help employees may work in a variety of County departments in locations throughout the geographic county area.
Extra help employees may not work more than 1,559 hours in any fiscal year from July to June. An extra help employee who mistakenly works in excess of 1,559 hours in a fiscal year does not become a probationary or regular employee.
Applications will be active for six months. If you are hired for extra help and you complete a work assignment and then you if you wish to be employed again, you must resubmit an Extra Help application online.
There are no benefits associated with extra help positions.
Current vacancy is with the Tulare County Assessor-Clerk Recorders Office located at Government Plaza.
Schedule is Monday-Friday, 8 am - 5pm per the hours allowed for Extra Help positions.
Typical Duties
Examine documents for accuracy in order to determine their acceptability for recordation.
Read complex technical documents and enter required information into the computer to create official records and vital statistics indices.
Cite State and County laws, rules, regulations and policies which provide the basis for the acceptance or rejection of documents presented for public recordation.
Determine prescribed fees to be charged for the recording of documents.
Examine maps for recordation.
Examine documents submitted for recordation to determine the applicability of the Documentary Stamp Act.
Calculate amount of tax due.
Answer questions of individuals, lending institutions, title company representatives, attorneys and real estate agents pertaining to public recordation of legal documents.
Assist in the use of records, index books and microfilm.
Provide information to the public regarding the requirements of recordation of legal documents, fees and taxes.
Prepare written correspondence.
Serve as the initial public contact for the office by assisting with the front counter and answering the telephone; answer routine inquiries regarding law and related procedures.
Search office files and records to obtain information for the public; provide copies of Clerk-Recorder related materials as appropriate.
Issue and register marriage licenses, file fictitious business name statements, notary oaths and bonds.
Issue certified copies of vital records and index vital records; and review and file professional license applications; other clerk filings as necessary.

Minimum Qualifications
Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.
Education: Equivalent to completion of the twelfth (12 th ) grade.
Experience: One (1) year of clerical experience including preparing, processing, accepting or reviewing documents.
Knowledge of:
Basic math, personal computers, U.S. monetary system.
Operation of automated office equipment; alphabetical and numerical filing systems.
Skill/Ability to:
- Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers.
- Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment.
- Type at a minimum of 40 words per minute.
- Use patience, tact and courtesy in dealing with the public and other employees.
- Write legibly.
- Proofread for accuracy.
- Assist customers and make decisions regarding specific questions or procedures.
- Define and solve problems and select the appropriate course of action.
- Organize work in proper step-by-step order.
- Remain flexible and tolerant under changing workloads.
- Use business telephone etiquette.
Desirable Employment Standards
Knowledge of: Recording procedures for real and personal property; recordable documents.

Conditions of Employment:
- Candidates selected may be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.
- An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions.
- Some job classes may also require a physical exam.
