Job Description
The JobThe Purchasing Department is recruiting for a Supervising Buyer who plans and supervises the activities of a procurement unit; reviews and approves purchase orders and contracts; performs complex negotiations and value analysis; is involved with policy recommendations and legal matters; and makes and carries out challenging purchasing decisions.

CONDITIONS OF EMPLOYMENT
Travel: A valid California Class C Driver License is required to carry out the essential job-related functions of this position. Mileage reimbursement and proof of automobile liability insurance must be maintained.
Background : Candidates selected for this position must pass a background investigation and medical examination including drug screening.
Sponsorship: San Bernardino County is not able to consider candidates who will require visa sponsorship at the time of application or in the future.
Minimum Requirements
CANDIDATES MUST MEET THE FOLLOWING REQUIREMENTS:
EDUCATION
Must possess a completed/awarded Bachelor's degree in purchasing/supply management, business/public administration, economics, accounting, finance or related field.
EXPERIENCE
Must possess four (4) years of (full-time equivalent) direct buying experience for goods and services AND one (1) year of lead or supervisory experience.
SUBSTITUTION
A Master's degree from an accredited institution in a qualifying field may substitute for one (1) year of the experience requirement.

EDUCATION
Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Desired Qualifications
The ideal candidate will exhibit the following abilities and/or attributes:
- Possession of Certified Public Purchasing Buyer (CPPB) or Certified Professional in Supply Management (CPSM) certification.
- Experience in a centralized, public sector purchasing department with direct buying experience.
- Customer service driven and results-focused in order to provide prompt and efficient service, including prioritization of customer services.
- Excellent organizational and leadership skills.
