GENERAL INFORMATION:
LACERA is seeking a well-qualified individual to fill a position in the Human Resources Division, Disability Management Compliance Unit, at the level of Senior Human Resources Analyst, LACERA.
FILING DATES:
The application filing period will begin on Thursday, April 2, 2026. This transfer opportunity will remain open until the needs of LACERA are met and may close without prior notice.

This transfer opportunity is located at LACERA's Offices at 300 North Lake Avenue, Pasadena, CA 91011-4199.
WORK SCHEDULE:
This full-time position is required to work 40 hours a week. LACERA offers a hybrid work environment.
EXAMPLES OF ESSENTIAL JOB FUNCTIONS
The Disability Management and Compliance Unit: Under general supervision, performs complex, professional human resources work with a high degree of independence and judgment in the areas of workers’ compensation, disability management, return-to-work coordination, and protected leave administration, including FMLA, CFRA, and Pregnancy Disability Leave (PDL). Provides expert consultation to management, supervisors, and employees; interprets and applies federal, state, and County regulations; and serves as a subject-matter expert within the Human Resources Division and throughout LACERA for management and staff members.
RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO:
- Administers and coordinates the full lifecycle of workers’ compensation claims, including industrial injury reporting, benefit coordination, and ongoing liaison with third-party administrators, medical providers, and LACERA partners.
- Monitors employee medical status, work restrictions, and claim progress; facilitates and coordinates return-to-work and modified duty placements in compliance with applicable laws, regulations, and organizational practices.
- Independently administers protected leaves of absence, including Family and Medical Leave Act (FMLA), California Family Rights Act (CFRA), and Pregnancy Disability Leave (PDL), Short Term (STD) and Long-Term Disability (LTD), ensuring accurate eligibility determinations, proper designation, and concurrent tracking of leave entitlements.
- Reviews medical certifications, fitness-for-duty documentation, and related records for sufficiency and regulatory compliance; coordinates recertifications and return-to-work clearances as required.
- Ensures effective coordination between workers’ compensation, protected leave, disability benefits, payroll, and personnel actions, maintaining accuracy, consistency, and compliance across systems and processes.
- Provides expert consultation and guidance to supervisors and managers regarding industrial injury issues, reasonable accommodation considerations, return-to-work planning, and risk mitigation strategies.
- Advises employees and management on rights, responsibilities, timelines, and procedural requirements associated with workers’ compensation, disability benefits, and protected leaves, including responding to complex or disputed cases.
- Interprets and applies federal, state, County, and LACERA policies, procedures, and memoranda of understanding related to disability management, leave administration, and workers’ compensation.
- Acts as a liaison among Human Resources, management, legal counsel, payroll, medical providers, and external agencies on sensitive and confidential disability- and leave-related matters.
- Maintains accurate, confidential records and documentation in accordance with legal, regulatory, audit, and records-retention requirements.
- Coordinates and assists in ergonomic evaluations and installation.
- Prepares and submits annual OSHA reports.
- Coordinates benefits, Rideshare, and other organization programs.
REQUIREMENTS
REQUIREMENTS:
Permanent LACERA, Superior Court or County of Los Angeles employees who have successfully passed their initial probationary period and hold the payroll title of a comparable item at the level of Senior Human Resources Analyst, LACERA, performing similar work at an equivalent salary and complexity in accordance with Civil Service Rule 15. Comparable items include Administrative Services Manager I and Senior Human Resources Analyst (Superior Court).
DESIRABLE QUALIFICATIONS :
- Demonstrated experience administering and coordinating the full lifecycle of workers’ compensation claims, including industrial injury reporting, benefit coordination, and liaison activities with third-party administrators, medical providers, and County or public-sector partners.
- Proven ability to monitor medical status, work restrictions, and claim progress, and to facilitate timely, compliant return-to-work and modified duty placements in accordance with applicable regulations and organizational practices.
- Experience providing consultation and guidance to supervisors and managers on industrial injury matters, reasonable accommodation considerations, and risk mitigation strategies.
- Demonstrated knowledge of and experience independently administering protected leaves of absence, including FMLA, CFRA, PDL, STD and LTD with accurate eligibility determinations, proper designation, and concurrent tracking of entitlements.
- Ability to advise employees and management on rights, responsibilities, and timelines associated with protected leaves, including responding effectively to complex or disputed leave issues.
- Experience reviewing medical certifications and supporting documentation for sufficiency and regulatory compliance, including coordinating recertifications and return-to-work clearances as required.
- Demonstrated skill in coordinating protected leave, workers’ compensation, disability benefits, and related payroll and personnel actions to ensure accuracy, consistency, and compliance.
- Knowledge of and ability to interpret and apply organizational policies, procedures, and memoranda of understanding as they relate to leave administration, disability management, and workers’ compensation.
- Proven experience acting as a liaison among Human Resources, management, legal counsel, payroll, and external agencies on sensitive and confidential employee matters.
- Demonstrated knowledge of OSHA/Safety, LA County Benefits provisions, and ergonomic evaluation.
