Job Description

Job Summary

The Director of Health and Human Services provides executive leadership and strategic direction for Mono County’s Health and Human Services Department, overseeing a broad range of health, social service, and community programs. The position is responsible for establishing departmental goals and policies, managing personnel and complex budgets, evaluating and improving service delivery, and ensuring compliance with applicable federal and state laws and regulations. The Director works closely with the Board of Supervisors, County Administrative Officer, County departments, state and federal agencies, community partners, and the public to address community needs and deliver effective services. The position also serves in Public Administrator/Guardian/Conservator functions and requires a high degree of independent judgment, discretion, collaboration, and executive leadership.

Ideal Candidate
The ideal candidate is an experienced public-sector health and human services leader with a strong understanding of complex governmental programs, regulatory requirements, fiscal administration, and community service delivery. The successful candidate brings a demonstrated record of leading teams, developing and implementing programs, managing significant budgets and funding sources, and navigating complex organizational and regulatory issues with sound judgment and discretion.

The ideal candidate is an effective executive communicator who can build productive relationships with employees, County leadership, elected officials, state and federal partners, community organizations, and the public. This individual is comfortable balancing competing priorities, leading organizational change, addressing challenging personnel matters, and making thoughtful decisions in a complex regulatory environment. Experience working in a rural or similarly diverse community, along with a commitment to accessible, responsive, and effective public services, would be highly valued.

Additional Information

TRAINING AND EXPERIENCE
Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

• Six (6) years of increasingly responsible experience in social services or public health, including two years of significant administrative managerial experience working in a large public agency.
• Equivalent to a bachelor's degree from an accredited college or university with major course work in Public Administration, Public Health, Social Work, or a related field.
• Candidates that possess a Master’s degree or Doctorate may qualify at a higher Range.
  
  

SPECIAL REQUIREMENTS

• Certification by the Association for Public Administrators, Guardians and Conservators working within California is legally required.
• Possession of a valid driver's license.
