About our opportunity
We are hiring a full-time (40 hours weekly), exempt VA Services Representative in our Veteran Affairs Office. The purpose of this position is to provide the technical expertise necessary to assist Veterans and their families in obtaining access to congressionally-approved benefits for which they are eligible to receive as well as identifying and assisting Veterans in crisis situations.
Projected Salary Range/Pay Grade 112: $44,992.34 - $53,990.80, salary is determined based on qualifications.
Work Schedule: normal schedule is 8-5pm Monday-Friday. All staff typically travel out of town, twice a year for VA and SCDVA training conferences.

Duties and Responsibilities:
- Provides management and handles logistics necessary to manage office functions, including, but not limited to personnel, budget, and procurement functions, as well as training requirements to manage federal, state and county-level accreditation and certification of US Code Title 38.
- Educates the Veteran population on the benefits available to them through the practical knowledge, interpretation, and application of Title 38 Federal and state laws and regulations concerning Veterans benefits, eligibility standards, claims process, appeal process, and hearing procedures of the U.S. Department of Veterans Affairs.
- Delivers timely and effective services to Veterans and dependents residing within York County, including screening to assess and apply eligibility standards, filing and processing procedures for benefits and claims, packaging evidence, advocating for changes in benefits, assisting the claimant during the appeals process (both locally and up to the Supreme court), and performing any function as necessary to advocate for the Veteran’s benefits.
- Represents and advocates for York County Veterans in Administrative Law Hearings with Administrative Law Judges in Washington, D.C.
- Maintains awareness of changes in legislation affecting Veterans benefits and notifies department personnel of changes as necessary to maintain compliance. Attends trainings, meetings, workshops, conferences, etc. as necessary to maintain job knowledge and skills, as well as to meet congressional mandates for Veterans benefits.
- Prepares financial statements and interprets the correlation of social security, military retirement, and other net worth income affecting USDVA pension and compensation; assists clients in dealing with the USDVA Debt Management Agency; prepares requests for Financial Waiver Reports and repayment plans for overpayment.
- Exercises judgment and discretion, establishes and maintains effective working relationships, and effectively communicates eligibility standards. Builds and maintains functional teams from a diverse group of public and private organizations and individuals with an interest in Veterans.
- Achieves and maintains proficiency in the use of Protective Individual Information (PII), Health Insurance Portability and Accountability Act (HIPAA) information, and other areas as mandated by state and county government for requesting, accessing, and incorporating VA medical and financial information.
- Clarifies or resolves discrepancies between regulatory guidelines and Veterans' claims and supportive evidence. Possesses the ability to effectively plan and organize work activities and prioritize task completion according to schedules and goals.
- Performs related work as assigned.
About you
Minimum Education and Experience:
- Bachelor’s degree or equivalent combination of education and professional skills training, or
- Two (2) years of case management or related experience or an equivalent combination of education, training and experience.
Certifications and Licenses:
- Valid driver’s license is required.
- Possess or achieve accreditation at the state and national level within 90 days of hire. Requires certification to use various case management systems including but not limited to VIMS, VetraSpec, VetPro, and Veterans Benefits Management System (VBMS).

Longevity Allowance
Full-time regular county employees, elected officials, appointed officials, and judges with ten or more years of full time continuous governmental service are eligible to receive a monthly longevity allowance in addition to their regular compensation. Continuous service transferred from employment with another county, municipality, state or a political entity created by the State may contribute toward eligibility for the longevity allowance. Longevity allowances are paid according to the following schedule.

Parental Leave
Employees that have been employed at least 12 months with the county may be eligible for up to 30 days of parental leave immediately following the birth, adoption or placement of a legal dependent child.
Bereavement Leave
Three (3) days of bereavement leave for the death of an immediate family member, which includes a spouse, parent, grandparent or child.
Annual Leave
Probationary and regular full-time county employees that work at least twenty (20) hours per week accrue annual leave with pay. Employees in their new hire six (6) month probationary period shall not be able to use annual leave until they become regular county employees. Employees who are separating from county service shall be paid for all accrued, unused annual leave up to 360 hours provided they give York County as the employer the proper notice as required. Employees in their six (6) month New Hire probationary period who are terminated or separated from employment shall not be paid for accrued annual leave. The maximum amount of annual leave carried into each calendar year is 360 hours.
Earning Rate for Full-Time Employees
Full-time employees with less than ten years of continuous service earn at the rate of eight hours of paid annual leave for each month of service during a twelve month period. Full-time employees with at least ten years, but less than twenty years of continuous service will earn at the rate of ten (10) hours of paid annual leave for each month of service during a twelve-month period. Full-time employees with twenty or more years of service will earn at the rate of twelve (12) hours of paid annual leave for each month of service during a twelve (12) months period.
Sick Leave
Full-time county employees may be entitled to earn sick leave with pay. Employees may accrue up to 1,440 hours of sick leave. Upon termination of employment with the County, employees may not be reimbursed for any unused sick leave. When a paid holiday occurs while an employee is on sick leave with pay, the day may not be charged as sick leave.
Earning Rate of Sick Leave
Full time employees will earn eight hours of sick leave per month of service during a twelve month period.

Training:
Quality training and educational programs are available at various times for county employees in order to support workforce development that is consistent with organizational objectives. Training topics may include driver training, CPR/first aid, communication, supervisor training, workplace violence, substance abuse, and various computer related classes.
