POSITION OVERVIEW

PURPOSE OF DIVISION
The Safety, Strategy and Innovation division exists to facilitate the communication and alignment of strategic and operation goals for the Houston Airport System. This is accomplished through the creation and maintenance of the Strategic Plan, Safety Management System and various performance management tools. The goal of this division is to foster a focused, safety minded culture supportive of HAS’ objectives, initiatives, mission and vision.

PURPOSE OF THE POSITION
The Senior Staff Analyst (Corporate Strategy and Performance) reports to the Assistant Director of Safety, Strategy and Innovation and supports the Houston Airport System (HAS) in developing, managing, and administering enterprise performance management and strategic management initiatives. The position also leads process improvement and innovation efforts and participates in collaborative problem-solving engagements to enhance organizational effectiveness, operational performance, and the achievement of HAS strategic goals.

The responsibilities of this position include, but are not limited to:
  • Investigate performance management activities to ensure goals, metrics, and outcomes are clearly defined, measurable, and aligned with organizational priorities.
  • Analyze performance data, identify trends and gaps, and provide recommendations to improve organizational effectiveness.
  • Identify and implement process improvements to increase efficiency, service quality, and operational effectiveness.
  • Evaluate business cases, proposals, and initiatives to assess costs, benefits, risks, and resource requirements.
  • Support innovation by researching, proposing, and testing new ideas, methods, and solutions.
  • Participate in cross-functional problem-solving efforts to address complex organizational and operational challenges.
  • Navigate unstructured and ambiguous work environments by defining needs, establishing priorities, creating structure, and developing practical solutions.
  • Conduct research, assessments, and analysis to identify opportunities, risks, and areas for improvement.
  • Develop clear, actionable recommendations and support the implementation and evaluation of approved solutions.
  • Work with minimal supervision while managing multiple priorities and exercising sound judgment.
  • Prepare clear, defensible analytical deliverables, including strategic recommendations, process improvement proposals, operational assessments, business cases, and change management plans.
  • Present findings and recommendations to management and stakeholders and facilitate discussions to support informed decision-making.
WORKING CONDIDITIONS
The position is physically comfortable, the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditions. Requires the ability to make simple gross motor responses within large tolerances. There will be periods of extended walking while at the airports conducting site visits and meetings.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS
Requires a Bachelor’s Degree in Business Administration, Public Administration or a field directly related to the type of work being performed.

Graduate degrees related to the type of work being performed may substitute for the experience requirement on a year-for-year basis.

EXPERIENCE REQUIREMENTS
Five years of professional administrative, financial or analytical experience related to the type of work being performed or required.

Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

LICENSE REQUIREMENTS
None

PREFERENCES

Preference will be given to applicants with experience in the following:
  • Experience in strategic planning
  • Familiarity with airports departmental structure and cross-department workflows
  • Knowledge of administrative processes and functionality.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
